The federal government intends to increase the expenses authorized with the use of the corporate card to carry out the acquisition of goods, contracting works and engineering services without the need for bidding, based on the new Bidding Law. Currently, the regulation of the use of the card only allows spending on small purchases and travel expenses, such as food and accommodation.

According to the proposal presented, the government also suggests using the federal government’s payment card for expenses with micro and small companies, in addition to carrying out “contracts, by waiver of bidding and due to non-enforceability, of works and engineering services or maintenance services of vehicles up to the value of R$ 100 thousand, or for other services and purchases up to the value of R$ 50 thousand”, said the government in a note sent to the g1.

The Ministry of Management and Innovation in Public Services opened a public consultation to receive suggestions for a draft decree that would establish the new rules for expanding spending on the card. In a note to g1, the folder stated that the objective of the proposal is to bring “more transparency, agility, reduction of bureaucracy and economy in government purchases”.

All expenses would be disclosed with the presentation of invoices. Proposals can be submitted until January 25th. To date, the government has received 196 contributions. Despite stating that the proposal would be beneficial and would provide more transparency in the use of public resources, the public consultation was not disclosed on the official channels and social networks of the federal government.

Survey carried out by People’s Gazette pointed out that President Lula (PT) spent BRL 62 million on the corporate card in his first term, a much higher amount than his successors Dilma Rousseff (BRL 43 million) and Jair Bolsonaro (BRL 27.6 million). In his second term, Lula still spent well above average, with amounts that reached R$ 50 million.
