Government sees a good chance of Congress maintaining a veto on R$5.6 billion in amendments – 03/17/2024 – Panel

The Lula government is optimistic about the possibility of Congress maintaining the veto in the Budget of R$5.6 billion of so-called parliamentary committee amendments.

Even with the veto, the total number of parliamentary amendments approved this year is a record, around R$48 billion. In 2023, it was R$37 billion.

The assessment at Palácio do Planalto is that there is a chance that the arguments about the need for fiscal responsibility will be accepted by a large part of the Chamber and Senate plenary sessions when the veto comes up for debate, possibly later this month.

The veto generated friction in Congress and caused the president of the Chamber, Arthur Lira (PP-AL), to break off dialogue with minister Alexandre Padilha (Secretariat of Institutional Relations). The parliamentarian argues that the veto represented a breach of agreement.

The government is waiting for the publication of the bimonthly report evaluating primary revenues and expenses to redistribute the R$ 11 billion in commission amendments foreseen by the general budget rapporteur, Luiz Carlos Motta (PL-SP).
