Government of Amapá sanctions Alap laws on various topics – News of Brazil

In March, the State Government sanctioned 11 new laws by the Amapá Legislative Assembly (Alap), among them the bill authored by the president of the House, deputy Alliny Serrão, and other deputies, which reviews and updates the Amapá Women’s Code (CAM).

Bill 0011/2024-AL, authored by the deputies Alliny Serrão (Unity), Aldilene Souza (PDT), Dayse Marques (SDD), Edna Auzier (PSD), Liliane Abreu (PV), Telma Nery (Citizenship) and Zeneide Costa (Podemos), reviews and updates State Law No. 2,713, Amapá Women’s Code.

The new law consolidates Amapá legislation relating to the protection and defense of women, creating the Amapá Women’s Code (CAM). The matter originated from bill no. 2,713/2022, initiated by the deputy Kaka Barbosa, who created the code, a milestone in the fight for the protection and defense of women’s rights in Amapá. The CAM strengthens Amapá legislation on the subject, consolidating existing laws into a single document.

In the same package, governor Clécio Luís sanctioned the following projects:

Ordinary Bill No. 0124/23-AL, authored by the deputy Junior Favacho (MDB), provides for the implementation of the Sustainable Agribusiness Incentive Policy in the State of Amapá. (Law No. 3031, of March 25, 2024). In justification, the author argues that the law is based on a commitment to sustainability, developing efficient agricultural production and integrated with a modern agroindustry (technological innovation), and at the same time strengthens the mechanisms of effective environmental protection and contributes to mitigating the impacts of climate change. “Small-sized producers cannot be competitive in the production of commodities such as soybeans, however, they achieve good financial results when they produce vegetables and fruits, especially when they meet the demands of a local market, as they reduce expenses with product logistics, but all producers must deserve a stimulus policy from the state”justifies Junior Favacho.

Law No. 3030, of March 25, 2024, amends Law No. 0718, of September 23, 2002, which creates the Preventive Medical Exams Booklet in the State of Amapá. The new legislation originates from Deputy Bill No. 0255/2023 Roberto Góes (Unity). The intention of the initiative, according to the author, is to provide a document with updated information, which should be requested by healthcare establishments when carrying out new procedures and monitoring previous ones. In the booklet, in addition to the patient’s name, ID and blood type, data relating to serious illnesses, allergies and medications for continuous use will be noted, if applicable. “All care will be taken to guarantee the confidentiality of certain procedures between the healthcare professional and the service user, in accordance with medical ethics and Law No. 13,709, of 2018 (General Personal Data Protection Law – LGPD) ”stressed the deputy.

Law nº 3029 originated from Bill nº 0325/2023-AL of the deputy Roberto Góes (Union) and “Declares the Instituto Amapaense de Esportes Adaptados — Instituto Barros to be of Public Utility within the State of Amapá”. The Barros Institute, created on January 7, 2019, in the city of Macapá/AP, aims to bring together any and all amputee citizens in its area of ​​action, disseminating and improving the practice of football with crutches for amputees and with the purpose of promote, through sport, the social inclusion of its participants, who are in a situation of social vulnerability, contemplating actions that help and contribute to developing individual and collective skills of the entire community involved.

Ordinary Law 3028, of March 21, 2024, authored by the Public Defender’s Office of the State of Amapá, aims to guarantee the transfer of resources to cover the expenses of the National Council of General Public Defenders. “This legislative proposal aims to authorize the Public Defender’s Office of the State of Amapá to transfer resources to cover expenses of the National Council of General Public Defenders (Condege)”, signs the general public defender, José Rodrigues dos Santos Netoin the justification sent to the Legislative Assembly of Amapá.

Ordinary Law 3027, of March 21, 2024, originates from Bill 0297/2023, authored by deputy Rodolfo Vale (PCdoB), which declares the Union of Servers of the Administrative Group of the State of Amapá (Sinsgsap) to be of public utility. “The declaration as a public utility entity is an important recognition of the fundamental role that this union plays in representing and defending the interests of the state’s public servants,” justifies the author.

Ordinary Law 3026, of March 21, 2024, which provides for the State Policy on Community-Based Rural Tourism in Family Farming in the State of Amapá, was originated by deputy Kaká Barbosa (PL), through Ordinary Law Project no. 0228, of 2023. The deputy Kaka Barbosa highlights community-based rural tourism as a milestone in the sustainable development of Amapá: “The initiative provides an authentic and enriching tourist experience for visitors and local residents, boosting the local economy and preserving the State’s culture and natural resources”he states.

Ordinary Law 3023, of March 2024, amends Law 0517, of May 10, 2000, which declares the Tropical Philanthropic Group of the Amazon (Troama) to be a Public Utility Entity within the State of Amapá. The new legislation originates from Deputy Bill No. 0007/2024 Roberto Góes (Unity). “The intention of the change recorded in the entity’s nomenclature is necessary so that it, in compliance with the provisions of Law No. 0027, of August 31, 1992, continues to enjoy the legal benefits of a public utility entity, as stated in art. 3rd of the same Law, which says that the recognized institution of public utility in the State of Amapá, will have preference in obtaining any aid or subsidies and other benefits provided by the State”explains Roberto Góes.

Law 3022, of March 2024, was sanctioned, which includes Health Technician and Assistant Day

The government of Amapá sanctioned a law of parliamentary origin that benefits the state’s elderly. Law 3025, dated March 2024, is already in force, including the State Elderly Caregiver Day in the State’s calendar of events, to be celebrated annually on October 1st.

According to the author of bill 0314/2023, deputy Telma Nery, the caregiver for the elderly is a human being with special qualities, expressed by the strong trait of love, solidarity and donation. “In this broader perspective of care, the role of the caregiver for the elderly goes beyond simply monitoring the daily activities of the elderly, whether they are healthy, sick or bedridden, in situations of risk or frailty, whether at home or in any institution in which they require assistance. attention or daily care”, argues the parliamentarian, adding that the work of elderly caregivers is an example of dedication and love for others. In this sense, we believe that the tribute materialized in this bill, which establishes the celebration of National Elderly Caregiver Day, is timely and deserved.
