Government of AM brings together productive sector and institutions to address tax reform

Secretary Alex del Giglio highlighted the government’s commitment to articulating a proposal that would preserve the Amazonian economy
Manaus (AM) – With the recent approval of the Constitutional Amendment Proposal (PEC) 45/2019 (Tax Reform) in the Chamber of Deputies, and sending the text to the Senate, with guidelines for maintaining the competitive advantages of the Manaus Free Trade Zone, the Government of Amazonas, through of the Strategic Tax Affairs Committee (Cate), brought together representatives of the productive sectors, government agencies and experts on the subject at the headquarters of the State Secretariat for Finance (Sefaz-AM), this Tuesday (18), to analyze and discuss the result of proposition work.
The meeting also aimed to evaluate the government’s follow-up and articulation for the preservation of the model, as well as the strategies for the continuation of the PEC’s processing in the Senate until its enactment, which should take place later this year.
Created by Governor Wilson Lima, in 2019, and chaired by Secretary of Finance Alex del Giglio, the Committee actively monitored the evolution of discussions on the reform, together with representatives of the productive sectors and class entities, the Amazonas caucus. in Congress and the Federal Government, preparing a proposal to adjust the Manaus Free Trade Zone to the reform changes, without prejudice to the state economy, centered on the model.
The text of the Tax Reform PEC incorporated almost all of the suggestions made by the Government of Amazonas and the Amazonian federal caucus.
At this Tuesday’s meeting, secretary Alex del Giglio highlighted the government’s commitment to articulating a proposal that would preserve the Amazonian economy from the changes under discussion in Congress.
Cate’s coordinator, Nivaldo Mendonça, detailed the text, which maintains the competitiveness of the Free Zone and State revenues, despite the main characteristics of the PEC being the extinction of tax benefits and taxation in the state of destination, which would harm the states net exporters, who produce more than they consume goods and services, as is the case of Amazonas.
In the approved PEC, a compensation and economic diversification fund was also included to guarantee the economic sustainability of the model in the future. The meeting also served as a “thermometer” for the productive sector, whose class representative entities helped to fill the secretariat’s auditorium, together with the invited institutions and other interested parties in the theme.
For Alex Del Giglio, the meeting had the “importance of providing transparency to the actions of the government and of the federal caucus itself and of having feedback from these entities” in relation to the reform.
“This first step of the tax reform was a great victory, with the approval in the Chamber. We managed, in the general guidelines, to guarantee both the competitiveness and the own revenue of the state of Amazonas and also a diversification fund. (…) The state government, together with the federal caucus, is vigilant, and dealing with all actors so that we can succeed and effectively maintain the comparative advantage of our region”, declared the secretary.
“It is important to point out that the State Government is vigilant in relation to the reform. We were quite worried at the beginning because we didn’t know what was going to appear in the text, but the substitute came out quite satisfactorily. You can be sure that we will use all our efforts to guarantee the comparative advantages of the model, as well as the state’s own revenue and this will reflect in employment and income for the population”, completed the secretary.
The meeting was attended by representatives of the Manaus Free Trade Zone Superintendence (Suframa), the Finance Department of the Municipality of Manaus (Semef), the Industry Center of the State of Amazonas (Cieam), the Industry Federation of the State of Amazonas ( Fieam), of the Brazilian Bar Association in Amazonas (OAB-AM), among other authorities and government agencies, as well as trade unions and class associations and the Third Sector.
