Government launches Plano Safra and receives investments of 2.1 million for family farming – News of Brazil

Governor Clécio Luís and Minister of Agrarian Development and Family Agriculture, Paulo Teixeira, launched this Monday, 28th, at the Fazendinha Exhibition Park, the Crop Plan in Amapá, with an investment of more than R$ 2.1 million. During the presentation, an institutional video of the 2023/2024 Crop Plan was shown, which was followed by a speech by the deputy secretary of family agriculture and agroecology, José Henrique da Silva.
“The minister’s coming here has a very important meaning, as it really demonstrates this federative reconciling; demonstrates that we have reconnected with the federal government and it has reconnected with Amapá. When leaving this announcement, the state government, municipalities, assistance and financing bodies will have their homework, so that in the future the minister can come back here and we can render accounts; we will have the fulfillment of the project being carried out in the field”, celebrated Governor Clécio.
At the event, other presences stood out, in addition to Clécio and Minister Paulo Teixeira: Minister of Integration and Regional Development, Waldez Góes; senator Randolfe Rodrigues; president of Sebrae-AP and representative of Senator Davi Alcolumbre, Josiel Alcolumbre; secretary of territories and productive systems, Edmilton Cerqueira; president of Incra, César Aldrighi; financial administrative director of Anater, Camilo Capiberibe; President of Rurap, Dorival Santos; and the president of Banco da Amazônia, Luiz Claudio Lessa.
“I bring here two important announcements launched by President Lula, the first is the Crop Plan for Family Farming. There are R$ 77 billion, the largest Crop Plan in the history of family farming in Brazil. The second major announcement is the program to purchase machinery suitable for family farming. Both programs are highly subsidized. While the interest rate in the country is 13.05%, these programs have an interest ceiling of 6%, but have interest rates of 3% for the bioeconomy here in our Amapá”, informed Paulo Teixeira.
As also informed by Paulo Teixeira, for the small farmer there is microcredit, which guarantees the husband R$ 10 thousand and the wife, R$ 12 thousand, and he has interest of 0.5%, but whoever pays on time has a discount of 40% on payment of the microcredit amount. For those who are settled, it’s R$ 40 thousand with the same conditions. The Constitutional Fund of the North will guarantee the operation.
“It has enough resources for the Safra Plan, but right from the start, Banco da Amazônia, together with MIDR, is making R$ 100 million available; as it is being applied, we can start reallocating more resources. We are doing this in accordance with President Lula’s recommendations, who since the beginning of his government have recommended making microcredit viable. We have already approved all the necessary deliberations to expand resources for microcredit and for Pronaf”, said Waldez Góes.
The holder of the portfolio of the Ministry of Integration and Regional Development also announced the contribution of R$ 100 million from the Constitutional Financing Fund of the North, the FNO, for financing.
In Amapá, approximately 430 women farmers from 16 municipalities will receive technical assistance and rural extension for two years in projects that promote the economic autonomy of rural workers.
“Resources are available for Amapá. This reinforces, when we join this task force, Basa’s commitment to the development of the North region and the development of Amapá. Initially, we had made R$50 million available for the region, remembering that last year only R$8.9 million were made. Within this challenge of ours, together with our ministers, we try to get out of the R$ 50 million. Let’s go to R$ 100 million, because it is an emblematic number and a number that Amapá deserves”, declared Luiz Lessa president of Basa.
