The Ministry of Social Development investigates suspicions of misuse of funds in the federal government’s cistern program.
According to a survey carried out by the Secretariat for Food and Nutrition Security, 45 agreements, terms of partnership and collaboration with NGOs, totaling R$ 1.4 billion, were not accountable. Of these, 30 are under priority analysis by the Federal Court of Auditors (TCU).
“We are reviewing all contracts, but evidence of deviations and overpricing in the area of cisterns have already been detected, forwarded and are in the investigation phase, unfortunately involving some entities”, said the Minister of Social Development, Wellington Dias.
According to the portfolio’s survey, there are indications that several entities received funds for the construction of the cisterns, but did not carry out the works. “The ministry passed it on and the evidence points out that the work, the implantation and the delivery of the cisterns was not carried out”, stated Dias.
The ministry also points out that the program has suffered a reduction in its execution since 2017. In 2022, only 3,000 cisterns were delivered, against 149,000 in 2014.
Other problems identified were the lack of inspection of contracts, non-monitoring of the execution of works, reduction of teams and precarious working conditions.
“We are investigating whether the money was released without the delivery of the cistern work, whether it was incomplete, or whether it did not meet what was foreseen in the contract”, declared the minister.
