Government intends to resume PPP in new plan for infrastructure in April

The so-called Public-Private Partnerships (PPP) created for the execution of works by the federal government with the private sector should be resumed for the new national plan for investments in infrastructure, expected to be announced in April. Details will still be announced in the coming weeks, but the general lines of the plan were announced last week by Minister Rui Costa, from the Civil House.

The new national infrastructure investment plan will be an updated version of the PAC, the Growth Acceleration Project, implemented in previous PT governments, and which will cover stopped works and new investments. “In the housing area alone, we have almost 180,000 undelivered units, almost all of which were contracted at the end of the Dilma government. [Rousseff, PT]in 2014, 2015, 2016”, said Costa.

According to the minister, the new plan will bring together federal direct investments, concessions and PPP for projects on federal highways, ports and airports and in the energy area. The latter already has estimated resources of R$ 3 billion for the signing of contracts for new transmission lines by the Ministry of Mines and Energy, with an estimate of reaching R$ 9 billion by July.

“We have already held bilateral meetings with all the states and are now in the final stretch of organizing the demands. The president received the National Front of Mayors, national and regional associations of municipalities. And with that, we started the season of welcoming projects from municipalities in structuring projects”, commented the minister.

These demands will be, in part, received by the Mãos à Obra platform, launched last Friday (10) for states and municipalities to inform the government of works that are stopped in their regions and that need to be resumed with priority.

The government is still working to make the necessary resources available for the resumption of works, and one of the ways will be the edition of a provisional measure to update the values ​​of the stalled projects and indicate where the lintel will come from. Costa said that, in the case of Mãos à Obra, the values ​​indicated by the states and municipalities will be compared with the updates projected by the federal public administration.

The data will be treated in batches: those that are inserted first in the system will have the situation analyzed first. The minister explains that this priority will need to be analyzed due to the advanced stage of deterioration of some works. “What is in the official data of the databases is not necessarily the real situation of the work”, he says.

“For example, a day care center, a school that was contracted, agreed by the FNDE, but the execution was by the municipality and we are going on this platform to ask it to update the work register, the situation, attach photos and reports”, he exemplified. It is estimated that R$ 4 billion will be needed to complete these education works.

Later this week, a specific meeting will be held to hear ministers from the social areas, such as Health, Education and Social Development, and then with the ministries from the productive area, such as Agriculture, Agrarian Development and Industry and Commerce. “We separated into three large groups to facilitate this dialogue”, concludes Rui Costa.
