Government empties policy for building centers for autism, says LDO rapporteur – 01/19/2024 – Panel

The veto of the device that guarantees resources for the operation of reference centers for people with autism spectrum disorder is contradictory to the government’s discourse of concern for those affected by the condition, says the rapporteur of the LDO (Budget Guidelines Law), Danilo Forte (União-CE).

Lula (PT) vetoed a provision that predicted that, in 2024, the Executive would guarantee the maintenance and operation of reference centers for people with autism spectrum disorder.

In justification, the government argued that there was no “delimitation on the nature of these centers, whether or not they are linked to the structure of the Union.” “In this way, the provision would establish competence for the entity in the LDO, which could result in the obligation to fund private institutions.”

“You can have the budget resource, but you don’t have the obligation to execute it, which is what we wanted. So, with these vetoes, these policies lose priority and lose the commitment to execution”, he says. “I think all of this will create an embarrassing situation for Congress and greater pressure to speed up the vote on vetoes.”

For him, there is a contradiction between government discourse and practice in relation to the issues. “For the government, which has such great speech in the social field and so much commitment to this social area, to make a random veto, without any criteria, is very bad, right?”

“Very bad for anyone who wants to have a speech based exactly on the demands of this segment of society. There was a huge contradiction, a certain amount of disrespect in this segment.”
