Government begins consolidation of the Amapá State Water Resources Plan – News of Brazil

Amapá is bathed by large rivers such as the Amazon, Araguari, Amapari and Jari – they shape the lives of the population, fulfilling an important social and economic role whether in the city, in the indigenous lands or in the riverside regions. In order to guide public authorities and society on the use, recovery and preservation of watercourses, such as rivers, lakes and creeks, the Secretary of State for the Environment (Sema) began the process of consolidating the State Water Resources Plan (PERH).
The instrument is one of the strategies for Environmental management of Government Plan. The objective is to make everyone aware of the use of water in a rational way, so that it continues to support several essential economic activities for the state, such as fishing.
The construction of the plan is divided into four goals grouped into five products. Currently, Sema carries out the first stage, which is the Social Mobilization Plan, in which the government listens to different groups of the population, such as fishermen, riverside dwellers, indigenous people and sectors such as mining and agribusiness.
“The water resource is the domain of state and federal management, but it is the population who uses it. There is no point in making a plan without listening to this consumer to find out how they use it, what they use it for and what they need”, explained Renata Santos Seraphim, Environment analyst for the Coordination of Water Resources Management.
Amapá waters
When it comes to water use, Renata explains that Amapá has peculiarities in relation to other Brazilian states. The abundance of the Amazon, the largest river in the world in terms of water volume, gives the feeling that the product will be of endless use. And this great wealth ends up generating some conflicts, unlike other states that experience the scarcity of the resource.
“We recorded conflicts, for example, between hydroelectric plants and fishermen, riverside communities, as well as with mining companies. During the process of preparing the plan, we will have the opportunity to speak directly with representatives of each segment, whether from mining companies, forest peoples or indigenous peoples. The Government of Amapá wants this plan to be implemented, and for it to reach those who should reach it”concluded the analyst of the Environment.
The other goals for establishing the State Water Resources Plan are:
- The diagnosis phase of Amapá’s water resources;
- Presentation of the assessment based on the diagnoses of water resources;
- Construction of the trend scenario of water demands and guidelines with programs and goals for the State Water Resources Plan;
- PERH.T final report
