Government announces R$10.7 billion plan for the port of Santos – 03/11/2024 – Market

With the tunnel between Santos and Guarujá as the jewel in the crown, the Minister of Ports and Airports, Silvio Costa Filho (Republicanos-PE), announced this Monday (11) the investment plan for the port of Santos between 2024 and 2028.

An old demand from mayors of Baixada Santista and a promise from different federal and state governments, the tunnel will receive funding of R$ 5.8 billion, 54.5% of the total planned investments (R$ 10.64 billion) for the entire complex port.

The schedule for this work will be announced at an event scheduled for next Wednesday (13), with the governor of São Paulo Tarcísio de Freitas (Republicans), according to the minister. Half of the budget will be the responsibility of the federal government and the other half of the state.

At a ceremony at the Port Authority in Santos, Costa Filho said he estimates that, over the next 20 years, “more than R$21 billion” will be invested in the port’s structure.

Before announcing the investment plan this Monday, he visited the metropolitan civil airport in Guarujá (coast of São Paulo), which is under construction to receive commercial flights from 2025.

“The airport will help a lot to promote business tourism and are fundamental investments for the development of the region”, he stated.

According to the schedule presented, R$564.05 million will be spent this year; R$2.08 billion in 2025; R$2.76 billion in 2026; R$2.64 billion in 2027; and R$2.56 billion in 2028.

With the exception of the tunnel, the biggest investment will be the PPP (Public-Private Partnership) for the transfer of Concais, the port’s passenger terminal to the Valongo area, close to the historic center of Santos: R$1.4 billion.

Including works in the Alemoa neighborhood, R$1 billion should be allocated to the port’s internal railway.

“We will have investments in [avenidas] perimeters, which are essential for the flow of production and parking to improve accessibility of the port of Santos and to provide more comfort for truck drivers”, added the minister.

For the perimeters in Santos and Guarujá, it will be R$569.9 million in total. Space for parking and digital monitoring of truck movements has a planned investment of R$800 million.

Other points of the investment plan:

  • R$ 324.1 million for the drainage of the port channel
  • R$ 100 million for the construction of Parque Valongo
  • R$169 million for ship traffic monitoring system
  • R$ 112.3 million for berths on Barnabé Island
  • R$ 14.9 million for dredging and deepening the berths between warehouses 12A and 23
  • R$350 million for the transfer of the Marimez terminal to TEVAL (Valongo Maritime Terminal)
