Government announces investment of R$3 billion in inclusive education policy until 2026

MEC has a target of two million special education students enrolled in regular classes and 169 thousand enrollments in early childhood education in four years. The federal government announced this Tuesday (21) an investment of R$3 billion in the inclusive education policy in schools until 2026. A plan to affirm and strengthen the National Policy on Special Education from the Perspective of Inclusive Education (PNEEPEI) was presented at the Planalto Palace. According to Planalto, the proposal is part of an effort to return to the original premises of this policy, which completed 15 years in January 2023. Still according to the government, despite not having been undone, the inclusive education policy was threatened and left aside in recent years. The Ministry of Education (MEC) will coordinate the action, which will be carried out on different fronts: investment in training; infrastructure; transport; assistive technology and pedagogical resources. The MEC’s goal is to reach the end of 2026 with: more than 2 million special education students enrolled in regular classes; 169 thousand enrollments in early childhood education; and double the number of schools that receive financial resources for Multifunctional Resource Rooms (SRM), currently 36% of institutions receive them; creation of 27 monitoring observatories; and launch 6 notices for researchers with disabilities. At the launch of the program, at Palácio do Planalto, President Lula gave a speech in which he defended inclusion. “Let’s take care of the country so that no one is ashamed of their own, that no one has to hide theirs. We have to take care of deficiencies with more love, with more affection”, stated the president. “What is this society that we are creating? We don’t want a society just of so-called perfect people, we want a society of human beings. With a feeling of humanism. We don’t want to be algorithms. We want to cry, hug, kiss, caress, treat of those who need others”, added the president. According to the ministry, to consolidate the inclusive education policy, the MEC will work together with the municipalities, states and the Federal District to implement the actions. Also according to the Ministry of Education, the plan has four axes: Expansion of access: Carry out an active search for students, with the creation of new classes and investment in early care with an emphasis on early childhood education. Quality and permanence: Expand accessible school transport, accessibility in schools and the provision of Multifunctional Resource Rooms, as well as guarantee specialized educational services for all students in special education and regulate the work of school support professionals. Knowledge production: Support research on inclusive education and researchers with disabilities, as well as invest in information management, ensuring greater transparency and quality. Training: Invest in the training of common room teachers, specialized educational service teachers and managers in the field of special education from the perspective of inclusive education, in addition to carrying out literacy actions in special education from the perspective of inclusive education and the social model of disability for MEC workers.
