President Luiz Inácio Lula da Silva (PT) signed this Thursday (4th) a decree that anticipates the 13th of Social Security beneficiaries. Planalto reported that 30 million beneficiaries will receive the transfer in two installments, in May and June, according to the usual INSS payment schedule. The initiative should cost the federal government BRL 62.6 billion.

The anticipation for the first semester has already occurred in 2020 and 2021 due to the economic impact of the Covid-19 pandemic. In 2022, the allowance was advanced to April and May. Already in 2019, the Bolsonaro government brought forward to August 50% of the payment of the 13th of retirees by the INSS through a provisional measure.

This year, the allowance will be received by “Social Security insured persons and dependents who, during the year 2023, have received aid for temporary disability, accident aid, retirement, death pension or imprisonment aid”. The measure should be made official this Friday (5) in the Official Gazette (DOU).

The 13th is usually paid in the second semester of each year, in August and November. According to the government, São Paulo is the state that will receive the largest transfer for the payment of the annual allowance, taking into account the two months of payment, which will be R$ 17.7 billion in resources. Next comes Minas Gerais, with R$ 6.9 billion in transfers, followed by Rio de Janeiro (R$ 6 billion), Rio Grande do Sul (R$ 5 billion), Paraná (R$ 3.67 billion) and Bahia (BRL 3.6 billion).
