Government and Lira are at an impasse over administrative reform – 09/03/2023 – Panel

The Lula government and the president of the Chamber, Arthur Lira (PP-AL), have conflicting views when it comes to administrative reform — a subject in which, according to the deputy, the PT administration has to enter “by hook or by crook”.

Lira’s starting point for the negotiations, a PEC (proposed amendment to the Constitution), is not in the government’s interest. The text approved by a special committee of the Chamber includes among the typical careers of the State public security professionals in the three spheres (municipal, state and federal). In the evaluation of members of the Ministry of Management, this would lead to an increase in expenses for which the government would not be prepared.

The PEC also allows outsourcing in positions that are not typical of the state, which would create a hostile environment within the public service, opposing servers with stability to those who would not have the benefit, assesses the government.

The Management folder is working on its own reform, which includes, for example, projects that create rules for public tenders and limit super salaries – both are in the Senate. Other changes would only be infralegal.

In an attempt to resolve the impasse, Lira and Minister Esther Dweck should meet after the September 7th holiday to analyze possibilities for reconciling interests.
