Vice-president Geraldo Alckmin (PSB) met last week with German and French authorities and received a guarantee of commitment in defending the maintenance of the Brazilian market’s exclusivity in government purchases. This point is one of the obstacles that could postpone the conclusion of a free trade agreement between the European Union and Mercosur.
Since taking office, President Luiz Inácio Lula da Silva (PT) has been raising the need to re-discuss the terms of the pact formalized in 2019, during the management of Jair Bolsonaro (PL). There is a concern among the sectors involved that, by reopening the discussion, it will make it possible to review other topics, which would contribute to indefinitely delaying the agreement.
Alckmin was on Monday (5th) with the Minister of Foreign Affairs of Germany, Annalena Baerbock, accompanied by Secretary of State Jennifer Morgan, former director of Greenpeace.
On Tuesday (6), the meeting was with the delegate minister of Foreign Trade and Attractiveness of France, Olivier Becht. On both occasions, the deputy received support for the Brazilian demand for purchases and the guarantee of working with other European authorities to convince them of the election.
Climate requirements of the countries of the Old Continent and government purchases represent today the main obstacles to the conclusion of the agreement.
Lula has already warned that he will not give up keeping purchases 100% domestic. For the PT administration, it is a mechanism through which the government can exercise its public policies to meet development goals and reduce inequalities.
On the European side, it was proposed to present a complementary instrument, called a side letter, with new environmental requirements. The possibility of extra guarantees arose amid the wear and tear of the Bolsonaro administration on the international stage in the face of its policies for the environment.
