MEC Ordinance defines guidelines for reaching goals
The Ministry of Education (MEC) published, this Wednesday (2), an ordinance that defines the rules for adherence and the agreement of goals for the expansion of full-time enrollments. States, the Federal District (DF) and municipalities can adhere to the 2023 schedule, until August 31st.
Adherence must be carried out through the Integrated Monitoring, Execution and Control System (Simec), on a voluntary basis. After this stage, in the period from September 1st to December 15th, the federated entities must agree with the MEC on the goals and receipt of transfers.
The ordinance establishes a minimum incentive of R$ 1,693.22 per student enrolled full-time in basic education, from kindergarten to high school. Each federated entity that adheres will have its own calculation according to the values established within the scope of the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb).
The amount will be paid to municipalities, states and the Federal District in two installments that will take into account the number of enrollments agreed upon, the value of the incentive calculated for that entity and the full-time education offered in that network. A minimum of seven hours a day, or 35 hours a week of school activities, in two shifts, is required to configure an enrollment in the Full Time School Program, established by Law No.
The transfer of the first installment will be made until December 31 of this year. At the beginning of 2024, the federated entities that receive the promotion will have the deadline of January 1st to March 1st to declare the effectiveness of the agreed enrollments. After this period, MEC will pay the second installment.
The Ministry of Education has set a goal to expand the offer by 1 million full-time enrollments in basic education schools across the country, still in 2023. By the year 2026, the goal is to expand the offer by about 3, 2 million enrollments.
The new enrollments created, or converted to full-time, as of 2023, must be registered by the federated entities in the School Census, carried out by the National Institute of Educational Studies and Research Anísio Teixeira (Inep).
