The NGO Educafro will present a proposal to the TSE (Superior Electoral Court) so that fines collected from parties that disrespected the minimum transfer of funds to women and blacks are reverted to the benefit of these two segments in future elections.
A meeting with the president of the electoral court, Alexandre de Moraes, and with its general inspector, Benedito Gonçalves, will be requested to formalize the proposal.
“What the money [da multa] do not go to the coffers of the Union, but that it is destined exclusively to strengthen these candidacies”, says the executive director of Educafro, Friar David Santos.
The initiative comes in the wake of the possible vote on the PEC (Proposed Amendment to the Constitution) that establishes the greatest amnesty in history for electoral irregularities committed by political parties.
The proposal, which is based on the Constitution and Justice Commission (CCJ) of the Chamber of Deputies, prohibits any punishment for electoral illegalities committed until its enactment, including disrespect for the minimum transfer of funds to women and blacks in elections.
“The steamroller of the interests of the deputies of all parties in the face of the very high fine that they should pay to the TSE is advancing”, says fray David Santos.
The complaint of the pastor and leader of Educafro, however, is not restricted to the Chamber of Deputies. “This silence from the Ministries of Women, Equality and Human Rights does not match the profile of the ministers and the mission they have”, he says. “The silence of these ministries is hurting deeply in our hearts and in our ears,” he continues.
The proposal, which has been dubbed the “PEC of Amnesty”, has already received the signature of 184 deputies, including government leaders, José Guimarães (PT-CE), and opposition leaders, Carlos Jordy (PL-RJ).
Gender and race quotas have been in place for years and are intended to minimize male and white dominance in politics. They establish that parties must allocate resources proportional to the number of women and blacks they bid for in the race, being at least 30% in the case of female candidates.
The parties, which last year alone received R$ 6 billion from the public coffers, have traditionally not complied with this rule and have relied, for that, on the leniency and slowness of the Electoral Justice.
