In the ranking carried out, the parliamentarian who missed the most parliamentary sessions was councilor Joelson Silva (Patriota), who attended only 46 of the 89 parliamentary sessions, with 51.69% attendance. The councilor was elected president of the CMM in 2018, with votes from all 41 councilors.

From January until this Thursday (5), the Chamber held 89 ordinary sessions and 57 “orders of the day”, which is the time to vote on projects. • 1st Joelson Silva (Patriot), with 51.69% attendance, totaling 43 absences in 89 sessions.
• 2nd Bessa (SB), with 65.17% attendance, total of 31 absences in 89 sessions.
• 3rd Rosinaldo Bual (PNM), with 70.79% attendance, 26 absences in 89 sessions.

Among the most frequent at the sessions are councilors Rodrigo Guedes (Podemos) with 94.38% attendance, a total of 84 attendances in 89 meetings, Ivo Neto (Patriota) with 93.26%, 83 attendances and Marcelo Serafim (Avante) , with 92.13%, totaling 82 attendance at the sessions.

• 1st Joelson Silva (Patriot), with just 36.84% attendance, totaling 36 absences in 57 votes.
• 2nd David Reis (Avante) and Rosinaldo Bual (PNM) tied, with 63.16% presence, with 21 absences in 57 votes.
• 3rd Allan Campêlo (PSC) and Bessa (SB) tied, with 70.18% attendance, with 17 absences in 57 votes.

Among the most frequent in voting are councilors Rodrigo Guedes (Podemos) and Ivo Neto (Patriota) tied, with 98.25% attendance, just one absence in 57 votes and councilor Caio André (PSC), with 96.49% , missing only two times in all votes.

Councilor Allan Campelo’s office sent a note to the reporting team informing that all of the councilor’s absences were justified.

“Councilor Allan Campelo (Podemos) clarifies that all of his absences from the Manaus City Council were duly justified, whether for personal reasons (illness) or to represent the legislative house at official events“, he says in a note.

To the In time, the press office of councilor Joelson Silva (Patriota) informed that the absences were due to the councilor’s health issues and were all justified. In the previous year of management, the most absent councilor was Wanderley Monteiro (Avante), with only 75% attendance at sessions, accounting for 29 absences in 116 parliamentary sessions. Councilor David Reis (Avante) was the parliamentarian who missed the most votes, with 27 absences and only 59.7% attendance.

Presence of parliamentarians at the 2021 sessions

In 2021, the councilor most absent was Everton Assis (PSL), with 83.48% attendance, accounting for 19 absences in 115 sessions. Among the votes, councilor Dione Carvalho (Patriota) was the one who was most absent from votes in the CMM, with 69.05% presence, with 26 absences in 84 votes.

Considering the “Orders of the Day”, when Bills (PL) for the municipality are discussed and voted on, six councilors who are trying to be elected this year appear as the top five who were most absent in 2022.

In the current legislature, councilors held 89 ordinary sessions and 57 “orders of the day”.
