Former governors of Rio Grande do Sul debate tax reform

The Special Commission destined to Monitor and Debate Tax Reform, of the Legislative Assembly, received former governors of Rio Grande do Sul for a panel on this, which is the main proposal of the federal government at the beginning of this government Luiz Inácio Lula da Silva (PT) .
The former governors Olívio Dutra (PT, 1999-2002), Germano Rigotto (MDB, 2003-2006) and Tarso Genro (PT, 2011-2014) participated in the commission. Invited, former governor Yeda Crusius (PSDB, 2007-2010) could not participate for technical reasons.
Rigotto’s reading is that the political environment is favorable to the approval of a tax reform. “I see a very propitious moment for the advancement of the tax reform. We arrived with the possibility of approval. The two proposals that are being processed in the Chamber and in the Senate go in the right direction and have to do with everything that we have discussed over the years”, he stated the emedebist, after explaining the tax reform attempts that took place in the governments of Fernando Collor (1990-1992), Itamar Franco (1992-1994) and Fernando Henrique Cardoso (1995-2002).
Olívio says he is optimistic about the progress of the proposal. “I am optimistic about the discussion of the reform so that the Brazilian republican democratic state will work well and better – not for a few, but for the majority of our people”, he said.
Tarso, his coreligionist, believes that the majority of Brazilians are against the reform. “Many people do not want tax reform. For different ways and conceptions, I would say that the majority does not want tax reform, either because of the dominant interests of the Brazilian elite, which is 1.5% of the population, or because of specific regional interests “, declared the PT.
However, he believes that the proposal is on the right path and that it should focus more on generating revenue for the State. “The paths are being well debated, well explored. (…) No tax reform will be carried out in an effective way to recover the dimension of the social state in Brazil if we do not focus on the question of increasing the State’s revenue. Attention has not yet been paid in the most dynamic poles of the economy that came with the third and fourth scientific-technological revolutions”, he said.
