The Northern Constitutional Financing Fund (FNO) will have up to R$14.88 billion available in 2024 to finance actions and projects aimed at the sustainable development of the seven states in the northern region of the country – Acre, Amapá, Amazonas, Pará, Rondônia, Roraima and Tocantins.

The Fund’s budget programming for next year was approved on Wednesday, 29th, during the 26th Meeting of the Deliberative Council (Condel) of the Amazon Development Superintendence (Sudam), in Belém (PA).

The minister of integration and regional development, Waldez Góes, chaired the meeting.

“The FNO is an instrument of great importance for financing productive activity in the northern region of Brazil, especially for micro and small entrepreneurs and family farmers”, highlighted Waldez Góes. “The resources that will be made available for credit will contribute to the generation of jobs and income and to improving the population’s quality of life”, completed the minister.

Of the R$ 14.88 billion forecast for next year, R$ 4.61 billion will be allocated to the state of Pará. Tocantins will have R$ 3.32 billion, Rondônia, with R$ 3.27 billion and Amazonas, with R$1.33 billion. The states of Acre, Amapá and Roraima will each have access to R$744.14 million.

Marajó and Bailique

Minister Waldez Góes highlighted that, in addition to the planning regarding the funds in 2024 and Condel’s meeting schedule, the installation of a working group with a focus on Pará and Amapá, more specifically for deal with the development of Marajó Island and the Bailique Archipelago.

“These are two regions that are experiencing challenging situations and deserve special attention from the federal government”, he noted. “These are fundamental guidelines to end 2023 with progress through Sudam. I am sure that we are making a major resumption, on the recommendation of President Lula, in the regional development strategy”, said Waldez Góes.

“The challenge of the new management is to bring together all entities to work together to develop the Amazon in a sustainable way, considering the region’s role in global balance, keeping the forest standing, but also taking into account the approximately 30 millions of Brazilians who live here and need to live in a dignified way. We are dedicated to acting as an arm of the federal government to leverage this development”, noted the superintendent of Sudam, Paulo Rocha.

“The Condel meeting allowed the various bodies involved in the development process of the Amazon region to be present and constitute an important debate to define an efficient and effective model of development based on the public policies of the federal government. Everything that was defined today is very much in line with President Lula’s policy in materializing our development objectives in creating a more sustainable Amazon,” stated the Credit director and acting president of Banco da Amazônia (Basa), Roberto Schwartz.

Each year, the execution of FNO resources is carried out through financing programs prepared by Basa, following the guidelines and general guidelines of the Ministry of Integration and Regional Development (MIDR) and the sectoral and spatial priorities established by Sudam, in in line with regional development plans.

FNO

The FNO is a federal government fund administered by Basa. The objective is to develop a sustainable Amazon with credit and effective solutions, induce sustainable practices in rural and urban enterprises, promote regional socioeconomic development, satisfactorily meet the demands of productive segments and stimulate selected activities according to economic ecological zoning approved in the states.

The fund has four sectoral axes: science, technology and innovation; education and professional qualification; infrastructure and urban economy; and social development and access to essential public services.

For 2024, cities classified by the PNDR as low and medium income, those located in the Border Strip of the Northern Region, those members of the archipelagos of Marajó, in Pará, and Bailique, in Amapá, in addition to minis and small rural producers and micro and small companies.

The priority audience is mini/micro, small and small-medium entrepreneurs and individual micro-entrepreneurs; family-based agriculture, enterprises that use raw materials and local labor and that produce basic foods for consumption by the population and sustainable projects aimed at generating work and income.

The resources come from the collection of Income Tax and earnings of any nature (IR) and the tax on industrialized products (IPI) and are fed back by the returns and results of their own investments.
