Fight for MPs is more immediate risk for Lula in Congress – 03/23/2023 – Bruno Boghossian

Lula will end the third month of his term without a firm allied base. The centrão’s dissatisfactions should make it difficult to advance the government’s agenda and make party negotiations more expensive throughout the year, but the government faces a more immediate risk in Congress.

The clash between the Chamber and the Senate over the vote on provisional measures has everything to disorganize the work of the Planalto. The mayor, Arthur Lira, threatens to stop the approval of the texts sent by the government if the senators do not accept to give way to the deputies in this process.

The provisional measures give the Planalto a super power. They take effect instantly, lasting up to four months — or until Congress takes a final vote. If parliamentarians do not approve the MP, it ceases to be valid, and the government’s advantage becomes a disturbance.

If Lira and her allies prevent the approval of Lula’s provisional measure that reorganized the Esplanada dos Ministérios, for example, the organization of the new government will turn to dust, and the structure that existed in the Bolsonaro administration will be restored.

The mayor also wants a superpower. According to the Constitution, the analysis of MPs begins with a commission of deputies and senators. Lira tries to take a shortcut that was worth it during the pandemic so that the Chamber opens the works alone – giving deputies influence over the pace of the procedure and the right to choose the first rapporteur.

Lira paraded in public with weapons and hostages after Senate President Rodrigo Pacheco refused the demand. The deputy warned that the conflict “could overturn all the provisional measures” and that “the damage will be for the current government”.

Lula is hit by the side effect of a fight that involves, in addition to Lira’s appetite, the ambition of influential senators. These parliamentarians know that the weight they have in the discussion of provisional measures is often used as a bargaining chip in negotiations with the government and business interest groups.
