Federal police officer is announced Security Secretary of the DF – 01/25/2023 – Power

Federal Police delegate Sandro Avelar will be the new Secretary of Public Security for the Federal District. He will take office after the end of federal intervention in the security area, scheduled for January 31.

Avelar already held the position during the government of Agnelo Queiroz (PT), between 2011 and 2014. He left the post at the end of the PT administration in the DF to run for federal deputy for the MDB, but was not elected.

In 2021, Avelar was appointed executive director of the Federal Police, the second position in the corporation’s hierarchy.

Avelar takes over the post left by Anderson Torres, exonerated by Ibaneis Rocha (MDB) on the 8th, when the coup attacks took place and hours before the emedebista was removed from the Federal District government by order of the STF.

The acting governor, Celina Leão (PP), elected deputy governor on the ticket with Ibaneis, sought the approval of the federal government for the choice of Avelar.

On Monday (23), the Minister of Justice and Public Security, Flávio Dino (PSB), had a meeting with Celina, in which she presented names as possible future secretaries. In addition to Avelar, the name of Julio Danilo was mentioned, who also headed the portfolio in the DF and was responsible for the district security plan for the inauguration of President Luiz Inácio Lula da Silva (PT).

According to interlocutors, at the meeting, Celina asked the Minister of Justice to indicate her favorite. Dino, according to reports, said that the decision was up to the governor.

Celina intended to nominate someone chosen by the Lula government itself, to avoid falling out with the federal executive.

The acting governor assumed office on an interim basis after the removal of the governor-elect in the 2022 election, Ibaneis Rocha. He was removed from office for 90 days after a decision by the Minister of the STF (Supreme Federal Court) Alexandre de Moraes, following the coup acts of January 8.

The STF minister’s decision was taken after the federal government decreed federal intervention in Public Security in the DF until the end of January.

Harmony with the federal government was the keynote of Celina’s short speech to announce Avelar’s choice.

“The moment demands a spirit of collaboration from the district government with the federal government. From the first day there is a spirit of collaboration. [O interventor federal Ricardo] Capelli has been so elegant and kind to us the entire time,” he said.

The federal intervenor was in the same vein. “The government, from the first moment of intervention, had a collaborative posture”, he pointed out.

According to Celina, the announcement was made this Wednesday (25th), a week before the end of the intervention, so that Avelar can find out about the DF’s security plan for February 1st — the inauguration day of the new legislatures in Congress and the opening of the year in the Judiciary.

According to Capelli, both the mayor, Arthur Lira (PP-AL), and the president of the STF, minister Rosa Weber, asked for special attention from public security in the DF for the occasion.

“There is nothing alarming [para o dia 1º]but we already have a plan ready and we scheduled for the 30th, at 5 pm, to pass on and beat intelligence information”, he added.

The interventor also explained that the idea is to repeat what was done on January 11, when there was a threat of new protests in Brasília.

That day, a Wednesday, a Bolsonarist demonstration called by social media was scheduled. To avoid something similar to what happened on the 8th, the security forces set up a strong security scheme that had drones, helicopters and the Military Police cavalry, among others.

The protest, however, had almost zero participation and only three Bolsonaristas appeared on the Esplanada dos Ministérios.

The Bolsonarist demonstration on January 11 took place in the aftermath of the arrest of the coup plotters camped in front of the Army headquarters, located in the Urban Military Sector, in Brasília.

The camp was dismantled and its occupants detained on January 9, the day after the invasion of the headquarters of the three constitutional powers.

The first demonstrators, who asked for military intervention to prevent President Lula from taking office, camped at the site on October 31, the day after the second round that sealed the PT’s victory over former President Jair Bolsonaro (PL).

In addition to the security plan for early February, Capelli is working on the intervention report that will be presented to the Minister of Justice and Moraes.
