Dossier questions Augusto Aras assistant’s trips – 7/5/2023 – Frederico Vasconcelos

The Attorney General of the Republic, Augusto Aras, treated the 300th anniversary of the Public Ministry of the Russian Federation, in January 2022, as a relevant event for the Brazilian Public Ministry.

Aras appointed Deputy Attorney General Hindemburgo Chateaubriand, MPF’s Secretary of International Cooperation, to represent him in the three days of celebrations in Moscow, from 11 to 13 January 2022.

The PGR appointed Carlos Vinicius Alves Ribeiro, his assistant at the time as president of the National Council of the Public Ministry (CNMP), to represent the body, extending the trip to Russia.

The ordinance that designated Ribeiro foresaw his participation, in the celebration events, “in the period of January 7th to 28th, 2022, in the city of Moscow”.

According to the CNMP Per diem Report, Ribeiro received 7.5 per diems, worth R$ 15.7 thousand, and reimbursement of R$ 31.1 thousand related to tickets for the Goiânia-Moscow/Moscow-Paris and Paris- Goiania.

Ribeiro, now secretary general of the CNMP, did not go to Moscow. An apocryphal dossier that circulated in the MPF reproduces photos of Ribeiro on social networks on walks in Paris with his wife, Ludmilla Rocha Ribeiro, in the days after the festivities. The couple posted photos at the L’Avenue restaurant on Instagram.

The CNMP reported that Ribeiro’s participation in Moscow was “cancelled for health reasons” and the amounts were fully reimbursed.

“The apocryphal dossier was used in an election context for the position of Attorney General of Justice in Goiás, with the purpose of influencing the process”, says the CNMP.

Ribeiro competed for the position and came in third place.

“The untrue accusations and exposures to the honor of the secretary general and his family have all been denied and are being investigated by the Police Station for Repression of Cyber ​​Crimes of the State of Goiás”, informed the advice of the council, in February.

According to the dossier, on at least six occasions, the Transparency Portal records that Ribeiro “requested and received per diems and transport compensation on dates when he was in a location other than that indicated by himself”.

The discrepancies are verified by comparing the records in the CNMP Daily Report and the photos of the general secretary in appointments in other places.

Ribeiro asked the attorney general of Justice of Goiás for authorization to work remotely during the trip to Europe. He appointed prosecutors to hold judicial custody hearings in the district of Aparecida de Goiânia, where he operates, from January 17th to 21st.

The blog submitted the report to two experts. Both glimpsed inconsistencies and contradictions. There were many activities in Goiás during the election period, trips and per diems that do not match. Digitally signed pieces during the extended layover in Paris aroused the suspicion that others had done the work and signed. The CNMP denies wrongdoing.

The CNMP press office reported that “the ordinance that regulates the granting and payment of per diems and tickets under the CNMP (nº 249/2020) provides for the return or compensation of amounts received as per per diems if there is a cancellation of the trip “.

“In the specific case, the daily rates were offset on subsequent trips to work up to the equivalent amount. The residual balance, of R$ 3.62, was paid through a Union Collection Guide.”

“As for the airline ticket, the cancellation generated a credit of R$ 30,179.78, equivalent to 96.93% of the amount paid. The difference between the amounts refers to the cancellation fee charged by the airline.”

“Regarding the trip to Paris, the CNMP did not pay for it, since it had nothing to do with the work of the auxiliary member at the institution.”

The CNMP ticket and per diem concession coordinator, Anadir Ferreira De Siqueira, certified that Ribeiro’s situation “is regular, including refunds for trips requested and not taken.”
