Doctors Agency for Brazil employed friends and relatives – 03/24/2023 – Mônica Bergamo

A commission created by the Ministry of Health, the Comptroller General of the Union (CGU) and the Advocacy General of the Union (AGU) identified signs of conflict of interest in the process of hiring employees of the Agency for the Development of Primary Health Care ( Adapts), created during the government of Jair Bolsonaro (PL) to administer the Doctors for Brazil program.

Complaints received through official government channels motivated the investigation. A preliminary report states that rites were not followed, and relatives and friends of people who were part of the selection board or agency directors ended up being hired for strategic positions. Some even receive more than R$ 20,000 a month.

Precautionary measures involving the current management of Adapts may be taken, including possible removal of its directors. The decision, however, rests with the deliberative council of the agency itself.

More than 120 people went through the selection processes investigated. A survey of contracts, terms of assignment, partnership agreements, service orders and supply of goods was also carried out, according to information obtained by the column.

The commission, made up of the Ministry of Health, CGU and AGU, was set up in February this year. Still under secrecy, the preliminary report prepared by the bodies points to the existence of weaknesses and risks to the public administration, caused by alleged vices in the way hiring was carried out.

In 2019, former president Jair Bolsonaro launched Doctors for Brazil, a model that tried to replace More Doctors, created in the first term of Dilma Rousseff (PT). The first participants in Bolsonaro’s program, however, were only summoned in 2022, three years after its creation.
