Few people showed up to defend Daniela Carneiro during the minister’s passage through the Chamber this Tuesday (13). In the Tourism Commission, there were more opposition deputies than government deputies for the audience that may have been one of his final acts as the holder of the portfolio.
Daniela went to Congress after talking to Lula in Planalto. On the verge of losing her position, she did not want to issue a receipt: she said that she would receive the parliamentarians on the Esplanada and warned that the Ministry of Tourism had its doors open to politicians. The deputies, however, already treated the guest as a former minister.
Daniela’s loss of political support is the final proof that Lula miscalculated the choice for the portfolio. The minister’s long frying process, on the other hand, is a public display of the problem that União Brasil has become for the PT party.
Formed from an artificial merger between two right-wing parties (PSL and DEM), the caption tested a centrist outfit and flirted with the new president. But internal disputes led by four different groups meant that any alignment proposal was considered uncertain or assumed too high a price.
The trigger for Daniela’s downfall reflected one of these power struggles. The minister’s group decided to leave União Brasil after being framed by the party’s president, Luciano Bivar, in a struggle for control of the party in Rio.
Bivar, in turn, has its own dispute. The president of União Brasil promised Lula that the party would join the government in alliance with Senator Davi Alcolumbre, but against the will of the group in the Chamber. Deputies refuse to officially enter the PT base and want to negotiate positions independently, using ballots to put pressure on the government.
Lula chose the sharing of ministries as a tool to form a majority in Congress. If it depends on União Brasil, serving everyone can cost four times more than the list price.
