Deputy proposes CPI against gender transition in children – 02/07/2023 – Mônica Bergamo

Federal Deputy Otoni de Paula (MDB-RJ) is collecting signatures for the creation of a CPI (Parliamentary Commission of Inquiry) that proposes to investigate the gender transition procedures of children and adolescents carried out in the country.

In his justification, the parliamentarian states that the issue is currently subject to “ideological shielding” and, therefore, should be analyzed by the Chamber of Deputies.

“Contradictorily, children cannot work or get married, but they can be subjected to irreversible bodily changes”, says the emedebista. In Brazil, body modification surgeries are forbidden to minors under 18 years of age.

Otoni de Paula also claims that children supposedly do not know what the transition means and suggests that gender dysphoria —anguish related to the feeling that the sex assigned at birth does not correspond to the identity— should be understood as a passing issue.

“It is worth emphasizing that children can present transient behaviors even in terms of their human identity. A good example of this are children who recognize themselves as comic book characters who elect their favorites, such as superman”, says the deputy in the application.

When proposing the CPI, Otoni de Paula still confuses the concepts of gender and sexuality to suggest that children are suffering “early erotization through a bombardment of sexual information” and, therefore, would be motivated to seek the transition.

“The truth is that gender ideology is a fad that is threatening the lives of our children and adolescents”, says the congressman.

An exponent of the evangelical bench, Otoni de Paula was once a fervent supporter of Jair Bolsonaro (PL). With the change of government, however, he spoke of “turning the page” and even attended the inauguration of ministers of President Luiz Inácio Lula da Silva (PT).

His initiative against access to health procedures by transgender children and young people is in addition to another headed by a councilor from the City Council of São Paulo.

Last week, Rubinho Nunes (União Brasil) presented a request for the opening of a CPI to investigate the assistance offered to children and adolescents by Amtigos (Transdisciplinary Outpatient Clinic for Gender Identity and Sexual Orientation), linked to the Institute of Psychiatry of the Hospital das Clínicas da USP.

The proposal was motivated by a report by the G1 portal published on Trans Visibility Day. According to the text, currently 100 children aged 4 to 12 years are undergoing gender transition treatment at the site, as well as 180 young people aged 13 to 17 years.

As shown to Sheet, not all trans people undergo medical interventions. And the lack of care for children and adolescents can exacerbate gender dysphoria, which can lead to self-harm and suicide attempts in more severe cases.

The absence of a federal protocol, the unpreparedness of medical teams and the lack of parental support are the biggest obstacles for transsexuals under 18 to access health services in Brazil.

Performing pubertal blockade and hormone therapy in transgender children and adolescents is not prohibited in Brazil, but suffers from a lack of regulation. The CFM (Conselho Federal de Medicina), through a resolution of 2019, indicates blockers from the first signs of puberty, and hormone therapy from the age of 16. Body modification surgeries are prohibited to minors under 18 years of age.

The Ministry of Health, in turn, does not recommend procedures for underage trans patients. The decision is supported by an ordinance from 2013. “It is up to the medical team at each location to indicate the appropriate procedures for each case”, says the folder, through its press office.

A study by the Trans Youth Project, an organization that serves transgender children and adolescents in the United States and Canada, points out that, five years after the transition, only 2.5% of participants returned to identify with the gender assigned to them at birth. .
