Deputy Josenildo is among parliamentarians who achieved 100% attendance in Chamber sessions – News of Brazil

The Chamber of Deputies ended its first year of activity with both positive and negative indicators in the attendance rates of its parliamentarians. On the one hand, there was a slight drop in average attendance compared to the previous year, falling from 92.16% to 90.83%; on the other hand, the number of parliamentarians who participated in all the plenary sessions soared: from two, the number rose to 30 deputies, and one of them is Josenildo Abrantes, from the PDT of Amapá, who is serving his first term as the most voted in the state in 2022.

In addition to these 30 deputies with absolute presence, another 33 achieved 100% attendance, but without having a mandate throughout the entire year. They are parliamentarians who, at some point, needed to take a leave of absence, as well as substitutes who took on the role temporarily, but participated in all voting sessions throughout this period.

The trend, over the next three years, is for a drop in the accumulated number of parliamentarians with 100% attendance until the end of the legislature. The average attendance, however, has tended to reach high percentages since the end of the covid-19 pandemic, when the Board of Directors of the Chamber authorized deputies to be present in plenary and vote in other places via cell phone application.

Despite 115 plenary sessions having been held since the beginning of the year, re-elected deputies have one more session on their attendance lists. The extra presence was registered on the day that the National Congress met to approve the decree of federal intervention in public security in the Federal District, in response to the undemocratic acts of January 8th. Therefore, some names in the following list can register 116 sessions. This presence, however, is due to their previous mandate.

At the same time, there was a drop in the proportion of parliamentarians with a presence of more than 90% in plenary, including both incumbents and substitutes. Of the 566 congressmen who at some point took office in the Chamber in 2023, 370 achieved attendance equal to or greater than 90%. In the previous legislature, the percentage was 73%.

Being present at all sessions does not guarantee that a parliamentarian is better than the others. Absences in plenary can be justified, as well as occurring at times when the deputy is busy working on another front at the same time.
