Deputy from the base of Tarcísio criticizes lack of experience – 09/01/2023 – Power

The Tarcísio de Freitas government (Republicans) accumulated new defeats in the Alesp (São Paulo Legislative Assembly) this week and even a state deputy from the base of the government took the tribune to criticize the lack of experience of the Chief Executive.

Amid the dissatisfaction of the base, the government has not been able to approve projects of interest to them, while deputies have approved projects of their own.

On Tuesday (28), the government tried, without success, to get a quorum to vote on a project that increases the value of the procedural fees of the TJ-SP (Court of Justice of São Paulo) from 1% to 1.5%. Although the authorship belongs to the TJ, the government bought the agenda for itself and tried to mobilize the base.

The project needed at least 48 votes from the 94 deputies – however, there were only 41 votes in favor and three against. The demobilization came from several deputies who, in theory, belong to Tarcísio’s base.

State deputy Conte Lopes (PL) went to the plenary this Thursday (31) and criticized the governor, while citing President Lula’s (PT) political savvy as a positive example.

“[Tarcísio] he is a very competent man, very intelligent, but in fact he has been in politics for eight months. He is different from President Lula”, he said, citing that the president “creates ministries at will”.

“He [Lula] he is a politician, he even knows how to work in this direction. Not the other one, Tarcísio de Freitas has been in politics for eight months. He put in a secretariat of technicians, he himself said. And evidently he is leading the government of the state of São Paulo. Is he not satisfying many people? Maybe not. It fails to cater to the political class and this is a defect of anyone who is not a politician, “he added.

The deputy is a retired military police officer and belongs to the bullet bench at Alesp.

He said that technicians have an aversion to politicians, but defended that this group has to be heard because it knows the “soul of the voter”. The deputy also suggested that the PL, with 19 deputies, should be better treated and have more political power.

“The guy has to open up a little to the side of politics. Perhaps Tarcísio is missing this a bit. We saw in the press that he was unable to approve a project here in the House, right? listen more to the political class.”

The Tarcísio government was unable to advance a project of its own that ratifies an agreement signed with São Paulo and other states for the creation of Cosud (Integration Consortium of the States of the South and Southeast of Brazil).

On the other hand, however, he approved a package with dozens of projects authored by deputies that could cause Tarcísio a headache, since some of them could end up vetoed for technical reasons and will cause even more wear and tear to the governor.

The approval of the projects is part of a promise by the President of the House, André do Prado, that the deputies would have at least one project approved this year.

Tarcísio was already struggling to approve “papaya with sugar” projects and was already the target of friendly fire from Bolsonarist deputies.

They demand positions, amendments, alignment and influence – they want the Tarcísio administration to be a local version of the Jair Bolsonaro government. The governor resists.

The government’s priority is to vote this year on projects that are much more controversial than those that haven’t passed yet or were approved after setbacks. Among them are the reallocation of funds from education to health and an administrative reform with a cut in civil servant positions.

According to base deputies, nominations for positions in the administration are blocked and the guidelines and priorities of the Tarcísio administration are not clearly presented in the Legislature.

Part of the criticism for the disarticulation falls on the leader of the government, Jorge Wilson Xerife do Consumidor (Republicans), who many of his peers see as someone with no profile for this type of position.

The governor invited the toucan Carlão Pignatari to the Republicans. Former President of the House in the PSDB management, he would carry out the duties of Consumer Sheriff.

In addition, the dispute over the nomination of the new councilor of the TCE-SP (Court of Auditors of the State of São Paulo) at Alesp reveals fractures in the allied base.

The next vacancy will open in September, with the retirement of director Edgard Camargo Rodrigues, and the nomination comes from Alesp.

However, there is dissatisfaction at the base with the imposition of a federal deputy, Marco Bertaiolli (PSD), chosen in an agreement between Tarcísio’s secretary of government, Gilberto Kassab (PSD), with the president of the PL, Valdemar Costa Neto, and chancellor by Tarcisio.

This week, the rival candidate, Maxwell Vieira, supported by the minister of the STF (Federal Supreme Court) André Mendonça, gained momentum at Alesp. The magistrate put the team on the field by his nominee, making calls to some of the deputies.

The PT, which has 19 deputies, decided that it will not support Bertaiolli in the dispute for the council. This gives strength to Vieira’s candidacy, which targets deputies from the Tarcísio base with a Bolsonarist and evangelical profile.
