Deputy do Novo in USP body defends tuition fees – 05/03/2023 – Panel

Chosen as a representative of the Legislative Assembly of São Paulo on the advisory board of USP (University of São Paulo), state deputy Leo Siqueira (Novo) argues that the university should create additional sources of revenue by charging tuition fees to the richest students and “naming rights” of companies interested in naming spaces on campuses.

According to the parliamentarian, the incorporation of the measures would make USP stop being excessively dependent on ICMS transfers, which fluctuate according to economic activity.

“USP today has the problem of being a mere payer of salaries, and it has a lot of upper class people, who are able to pay monthly fees. What happens today is that the poor population pays more, because the ICMS is a tax on consumption”, says Siqueira to the Panel.

He says that the definition of framing the richest of the university still needs to be defined, but that “the richest 20% are certainly in a position to pay tuition”.

In addition to Siqueira, appointed by Alesp, the advisory board is composed of the dean, Carlos Carlotti, and the vice-rector, Maria Arminda do Nascimento Arruda. Sociologist José de Souza Martins has a seat as a representative of Fapesp, and six other names were chosen by the dean: Carlos Alves Moura, Cláudia Costin, José Scheinkman, José Renato Nalini, Maria Alice Setúbal and Pedro Wongtschowski.

The role of the council is to provide input to the dean regarding general policy and USP’s performance.
