Deputy highlights that the entrepreneurship rate of a society is synonymous with economic growth

Manaus (AM) – Following the celebrations of Commerce Day, celebrated on October 30th, state deputy Delegado Péricles (PL) presented a Bill (PL) that aims to reduce bureaucracy and speed up the process of opening companies in Amazonas. If approved, the entrepreneur will have the right to start operating his business within a shorter period, in addition to obtaining an automatic license, if the State does not meet the deadline established for providing licenses.

In his justification, deputy Delegate Péricles highlights that the entrepreneurship rate of a society is synonymous with economic growth and generation of income and jobs and, because of this, the State needs to facilitate the process of opening companies, following legal standards.

“Any entrepreneur who wants to open a business, in general, needs official approval from the State. With this Bill, we get closer to developed countries by reducing bureaucracy in the process of opening a company. We must make life easier for those who want to open a business, with this we will guarantee free initiative and the free exercise of economic activity in our State”,

pointed out the author of the proposal.

According to the project, which is being processed in the Legislative Assembly of Amazonas (Aleam), for the purposes of classifying the risk level of licensing activities, three levels of risk of activities for companies should be considered, with the one classified as risk 1 will waive the request for any public act of release; risk 2 will allow inspection after the start of the activity, guaranteeing its continuous and regular exercise, as long as there is no legal provision to the contrary and no irregularities are found; and risk 3, which requires prior inspection to begin economic activity.

Among the mandatory articles in the Bill, one of them establishes that the Executive Branch must make available in physical or digital media a simplified, clear and objective list of the legal demands and requirements that must be provided by the applicant entrepreneur, in addition to setting a deadline not exceeding 60 days to respond to requests for release of economic activity, when all documents and elements necessary for analysis are presented, verified at the time of the protocol.

If the stipulated period elapses, the absence of a conclusive statement from the body or entity will imply tacit approval of the license, among other rules set out in the project articles.
