With R$ 34.2 billion in cash, the Ricardo Nunes (MDB) management delayed the payment of September salaries to outsourced employees who work at the Department of Culture and who, according to reports to the Panel, occupy several positions that should have been destined for civil servants candidates.

The city hall and the company DKS Eventos, which has a contract with the municipal management, recognize the delay and say they will resolve the problem, but deny any deviations in function.

The Panel found that, faced with delays in transfers from the Department of Culture, DKS informed workers in recent weeks that they would not receive their September salary and that there was no deadline for resolving the pending issue.

At the Department of Culture, led by Aline Torres, workers had been receiving the same type of feedback. According to reports in the column, some bosses said they might not show up for work until the situation was regularized, while others did not give a clear position.

The salary should have been paid on September 29, but so far it has not been deposited. This Thursday (5), hours after being contacted by the Panel, DKS contacted the employees and predicted that the pending issue would be resolved on Monday (9).

The company’s system in which employees register invoices and monitor salary payments, which had been taken offline, was also reestablished this Thursday.

Even though the Nunes administration is breaking records for cash on hand, which currently has R$34.2 billion, the Culture department suffers from a shortage of labor. Members of the department demand more competitions and the allocation of more employees in municipal management at the Department of Culture.

According to a survey of the Quilombo Periférico (PSOL) mandate, by the São Paulo City Council, the department lost 384 employees between 2015 and 2022, going from 1,541 to 1,157.

In this way, an arrangement that began in previous administrations gained strength, with the so-called “DKS employees”, originally hired to produce events in specific periods, performing administrative tasks as public servants or commissioned employees.

Even though the idea of ​​hiring so-called PJs is to temporarily supply labor, several have remained at the Department of Culture for years, as an emergency solution that is continually reproduced.

The collective mandate Quilombo Periférico, represented by Elaine Mineiro, sent a representation to the Municipal Audit Court and a complaint to the Public Ministry of Labor regarding the issue.

“These workers are hired as legal entities through MEIs with the CNAE for ‘production of shows, fairs and events’, but, in fact, they would be carrying out administrative work as civil servants, allocated in practically all departments of the department, such as: supervision of promotions, coordinator of Casas de Cultura, hip hop nucleus, for the execution of the Paulo Gustavo Law, supervision of artistic hiring, which is extremely reckless, as it is the area that works with sensitive data, such as artists’ personal documents, contracts, processes In total, they number 160 to 200 people”, says the complaint.

The company says that payments are made strictly on time, but that it has identified “exceptionally a gap in payments” and that it is “working to resolve this issue” and hopes to resolve it as soon as possible.
