The installation of the Joint Parliamentary Commission of Inquiry (CPMI) to investigate the acts of January 8 should not change the vote on projects considered essential in the National Congress, according to the assessment of Minister Alexandre Padilha, for Institutional Relations.

After the leak of images showing the action of the GSI during the invasion of the Planalto Palace, the government base began to say that it will support the installation of the collegiate if the opposition’s request for the opening of the CPMI is read in the first session of Congress, scheduled for Wednesday (26). The expectation was that the text would have been presented last Tuesday (18), however, after pressure from the government base, the president of Congress, Rodrigo Pacheco (PSD-MG), postponed the joint session of deputies for the third time and senators.

According to Padilha this Thursday (20), the “edited leak” of the images, which led to the first ministerial dismissal in the government of President Luiz Inácio Lula da Silva (PT), creates a new “political situation” to support the installation of the CPMI. According to him, the leaders of the government base parties will be instructed to nominate members for the commission to “face the political debate for those who try to pass the cloth”.

“This confrontation will be the last straw in this attempt to create this conspiracy theory”, he said, referring to a previous statement that the government would be responsible for the acts of January 8.

Adherence to the opening of the CPMI increased after the leak of images of the internal security circuit of the Palácio do Planalto, which show the performance of GSI agents. On the morning of this Thursday (20), the application already had the signatures of 218 deputies and 37 senators, while, until Wednesday (19), there were 194 deputies and the same 37 senators.

The installation of the CPMI, however, should not affect the voting schedule for projects considered priorities for the government in Congress, such as the analysis of the text of the new fiscal framework, promised until May 10th; the twelve provisional measures that established the new structure of government and social programs such as Bolsa Família and Minha Casa Minha Vida; the report by the tax reform working group, which should deliver the final report by mid-month, among others.

Padilha said that the presidents of the House and Senate are committed to maintaining the voting calendar. Earlier, during a lecture in London, Rodrigo Pacheco (PSD-MG) said that the project for the new fiscal framework will be approved in May, in addition to the tax reform and new sustainable sources of revenue.

“Edited and blurred” images will be investigated by the PF

Also during the interview, Padilha criticized that the images leaked to CNN Brasil had the faces of civilian and military agents of the GSI blurred while that of the now ex-minister Marco Gonçalves Dias did not.

“It is strange to me that some agents have blurred images, except the minister”, he said, stating that “it will not be a leaked video with editing” that will “destroy” the biography of the former minister.

According to Padilha, the investigations by the Federal Police will determine the responsibilities of the “civilian and military agents who were there”, and that the government wants a detailed investigation of all the facts related to the images. “The PF will find out if there was anyone who omitted images when requested”, he added.

The minister was asked about the reason why the GSI imposed secrecy on the images days after the invasion and which were leaked this Wednesday (19), but he avoided commenting.

In parallel with the consequences of the leak of images, Minister Alexandre de Moraes, of the Federal Supreme Court (STF), gave a period of 48 hours for the Federal Police to hear former Minister Gonçalves Dias about the performance of the GSI on the 8th of January as revealed, and that the current interim of the folder, Ricardo Cappelli, informs who are all the civil and military servants that appear in the recordings and measures taken.

“The decision [de Moraes] is correct, in line with what the Federal Police said about interrogating all the agents who appear in those images”, concluded Alexandre Padilha.
