CPMI of the 8th of January is installed with uncertainties about the composition

The Parliamentary Commission of Inquiry (CPMI) of the acts of January 8 became a reality this Wednesday afternoon (26), after the reading of the request for the creation of the collegiate by the President of Congress, Senator Rodrigo Pacheco (PSD-MG) , during a joint session of the Chamber of Deputies and the Senate. The text, authored by deputy André Fernandes (PL-CE), received support from 245 deputies and 39 senators.

The first session of the CPMI to vote on the president of the collegiate should take place in mid-May. It will be up to the chosen one to define the work agenda, with hearings and diligences.

According to the common regiment, the CPMI is officially created, but the indication of its 32 members, 16 deputies and 16 senators, by the party blocks still remains.

How is the division of vacancies in the CPMI between deputies

The largest bloc in the Chamber, made up of 173 deputies from the PP, União Brasil, PSDB-Cidadania Federation, PDT, PSB, Avante, Solidariedade and Patriotas, will nominate five deputies. The superbloco commanded by the president of the house, Arthur Lira (PP-AL) also wants to indicate the president or rapporteur, the most popular option being that of deputy André Fufuca (PP-MA).

The second largest block in the Chamber, formed by MDB, PSD, Republicans, Podemos and PSC, will be able to nominate four deputies.

The left-wing federation led by PT, with PCdoB and PV will be entitled to two nominees. The PSOL and Rede federation will have only one vacancy.

The opposition PL, with a bench of 99 deputies, will have three. Among those who will be nominated is the author of the application, André Fernandes (CE) and Alexandre Ramagem (RJ).

How will the division of vacancies in the CPMI between senators

In the Senate, the block formed by MDB, União Brasil, PDT, PSDB and Podemos will nominate six of the 16 senators. The block with PT, PSD and PSB will indicate another five. This Wednesday morning, Rede migrated from the MDB block to the PT block. The intention, according to the backstage of the Senate, is that Senator Randolfe Rodrigues (Rede-AP) be nominated for one of the CPMI vacancies.

On the minority side of the opposition there are two blocs. The group formed by PL and Novo can indicate three, with Magno Malta (PL-ES) and Carlos Portinho (PL-RJ) being the most likely. Finally, the block of PP and Republicans will have two representatives. Senator Damares Alves (Republicanos-DF) is one of the candidates.

Government expects to remain with CPMI rapporteurship and presidency

After having tried to prevent the installation of the commission to investigate the acts of January 8, the government hopes to win the majority of CPMI seats – 20 out of 32 –, in addition to choosing a president and rapporteur in favor of its narrative.

The initial expectation was that the president would be a deputy and the rapporteur, a senator. For this last position, however, the mayor, Arthur Lira (PP-AL), expressed a veto to the name of Renan Calheiros (MDB-AL), his biggest rival in the state.

The composition of the mixed CPI should be the second test of the articulation that the government is still building with the two blocks from Centrão in the Chamber.

In the first, which took place on Tuesday night (25), the Chamber approved the urgent request for the vote on the Fake News Bill (PL 2.630/2020), which regulates the activities of the major internet platforms in Brazil.

There were 238 votes in favor and 192 against, after several attempts by the opposition to try to prevent the urgency vote. Despite being favorable to the government and meeting the demands of the Judiciary, the result revealed that the final dispute will be tough, with a large and engaged opposition group.
