Preliminary report from the Court of Auditors of the Municipality of São Paulo suggests that the Special Secretariat for Communication of the City Hall clarify the need to hire a company to provide communication assistance in the municipality.

The TCM also suggests that Secom explain whether the services described in the public notice would not be partially contemplated in another tender, for R$ 80 million, and with current contracts that are related to the object of the bidding.

As reported by the Panel, the mayor of São Paulo, Ricardo Nunes (MDB), decided to boost the communication of municipal management with one year and nine months left for the 2024 elections. in the municipality. The value of the contract is R$ 20 million for the first 12 months.

The expectation was that the envelopes would be opened on January 31, but the session was suspended by Secom in compliance with a decision by the Justice of São Paulo.

The TCM’s preliminary report was based on representations presented by Luciene Cavalcante (PSOL), deputy federal deputy for São Paulo, by São Paulo councilor Celso Luís Giannazi (PSOL) and by state deputy Carlos Giannazi (PSOL).

They argued that the object of the BRL 20 million public notice was already provided by civil servants and the communication department and that the content of the material to be disclosed by the contracted company was not clear.

The TCM considered the allegations unfounded. However, he asked Secom to clarify “the real need for this contract and whether it would be contemplated, even if partially, in the objects of the current contracts and the competition” of R$ 80 million of advertising.

The court also asked the secretariat to review the budget allocation used in the notice and commitment note.

In a note, City Hall informed, through Secom, that “it will provide all clarifications to the Municipal Court of Auditors (TCM), within the legal deadline.”
