Court condemns former USP professor for embezzling R$930,000 from USP’s postgraduate program

Three other people were also convicted for being part of the scheme: Eduardo Netto Kishimoto, a former public servant, and Marcos Simplício and Sérgio dos Santos. According to the Federal Public Ministry (MPF), between 2012 and 2014, when he was still part of the teaching staff at USP, Carvalho used cold notes to simulate purchases and pocket R$970,000 made available by the Ministry of Education. He was sentenced to prison in December 2017. Judge Hong Kou Hen, responsible for the sentence, stated that “the conduct of defendants Marcelo, Sérgio and Marcos shows dishonest and corrupt behavior.” Marcelo was ordered to return around R$651,000. The three convicts will also have to pay a civil fine equivalent to the asset increase. G1 tries to secure the teacher’s contract and his defense. The scheme began to collapse after complaints about a lack of money in the unit, even with the contribution from Capes. A comparison between the invoices and the inventory of available materials demonstrated that, in addition to having been requested in quantities much higher than necessary, the purchased items were never delivered. The list of materials purchased included, among other research accessories, 2 thousand liters of ethyl alcohol, more than 5 thousand glass containers, and almost 25 kilos of dyes – an amount that would be sufficient, for example, for the analysis of 23.5 millions of fish. In the department’s stock, however, there were only 12 liters of alcohol, no piece of glass with the specified specifications and 50 grams of dyes. The four suspects were charged with the crime of embezzlement and, in the civil sphere, are still responsible for acts of administrative improbity. Only Marcelo Rodrigues de Carvalho has been arrested so far.
