The PL provides policy guidelines and the rights of people with anxiety
Manaus (AM) – In reference to Yellow September, councilor Thaysa Lippy (PP) proposed bill No. 369/2023, which establishes the Municipal Policy for Comprehensive Care for People with Anxiety. The PL provides policy guidelines and the rights of people with anxiety.
Thaysa Lippy explained that the project guarantees people with anxiety the rights already guaranteed. According to the PL, generalized anxiety disorder is considered a disorder characterized by excessive worry or apprehensive expectations, persistent and difficult to control, lasting at least six months.
“Those who suffer from depression or anxiety disorders need specialized support, but often do not know where to find this service and do not know their rights”,
stressed the councilor.
To give you an idea, approximately 9.3% of Brazilians suffer from pathological anxiety. The high unemployment rate, recurring changes in the direction of the economy and lack of public safety are pointed out by experts interviewed by BBC Brasil as the main factors for the high prevalence of anxiety disorders in the population.
Manaus is the fourth capital in the Northern Region with the highest number of adults who reported having a diagnosis of depression, according to a study carried out by the Ministry of Health, released in April 2023. The capital accounts for 10.2% of frequency in the population over 18 years old.
According to article 4 of the PL, the guidelines of the Municipal Policy for Comprehensive Care for People with Anxiety are: intersectorality in the development of health and education actions and policies; the participation of society in the formulation of public policies and their control; comprehensive health care, including early diagnosis, multidisciplinary care and access to full treatment; encouraging the training and training of health professionals for comprehensive care; encouraging scientific research, with priority given to studies on rehabilitation and treatment of the most disabling manifestations.
The project also includes the guidelines of the Municipal Policy for Comprehensive Care for People with Anxiety, such as the collection and dissemination of statistical information on the frequency of anxiety disorders in the municipality of Manaus; the creation of a reference service in health care networks for comprehensive care for people with anxiety disorders, according to defined lines of care; encouraging information and awareness among education professionals, in order to promote knowledge of anxiety disorder and encouraging socioeconomic research to support the Public Authorities in the development of programs and projects of a social nature.
The project also states that the rights of people with anxiety disorders are: to life, dignity, health, physical and mental integrity, autonomy, transportation, safety and leisure; protection against any form of prejudice and discrimination; to the principle of equality; protection and reduction of damage caused by the disease; health actions and services, aiming at comprehensive care, including: early diagnosis, although not definitive; humanized and multidisciplinary care; comprehensive care in specialized health services, whenever necessary; habilitation and rehabilitation; nutritional therapy, when indicated; information that assists in diagnosis and treatment; education, with professionals suitable for treating the disorder.
