Consórcio Nordeste proposes fund to preserve the caatinga – 01/11/2023 – Panel

The Northeast Consortium delivered to Minister Marina Silva (Environment) a draft decree that creates the Caatinga Fund, with the objective of allocating resources for the preservation of the biome, in a structure that would be similar to that of the Amazon Fund.
According to the decree, BNDES (National Bank for Economic and Social Development) could allocate the value of donations received to the Caatinga Fund account. The resources can be applied to actions to prevent, monitor and combat desertification, deforestation and to promote conservation and sustainable use in the biome.
The meeting was attended by the governor of Bahia, Jerônimo Rodrigues (PT) and the president of Ibama (Brazilian Institute for the Environment and Renewable Natural Resources), Rodrigo Agostinho, among others.
According to the proposed draft, up to 20% of the fund’s resources could be used to develop monitoring and protection systems for coastal and marine ecosystems. In addition, BNDES may use 3% of the value of donations to cover operational costs and expenses related to the Caatinga Fund.
Donors will receive a diploma in recognition of their contribution. It will be up to the Ministry of the Environment to annually define the fundraising limits for issuing the diploma.
The calculation prepared must take into account criteria such as the effective reduction of carbon emissions from deforestation, which must be certified by a technical committee.
The idea is for the committee to meet once a year and be made up of six experts, appointed by the Ministry of the Environment, after consultation with the Brazilian Climate Change Forum, for a three-year term, extendable once for the same period.
According to the Consortium’s presentation, the structure of the Amazon Fund can serve as a reference for the Caatinga Fund.
