The Economic, Social and Sustainable Development Council, better known as ‘Conselhão’, defined 16 Working Groups in which proposals that could be incorporated by the government of Luiz Inácio Lula da Silva (PT) will be debated.
The working groups are: Peripheries, Psychoactive Substances, Industrial Health Complex, Creative Economy, Repair Policies, Restoration of Degraded Areas, Social Determinants of Health, Energy Transition, Production of the Future, Combating Hunger, Urban Mobility, Amazonia, Economy Circular, Productive Inclusion, Credit and Investment and Early Childhood.
Within these working groups, agendas presented by the counselors will be discussed.
In the Psychoactive Substances group, for example, proposed by Patrícia Villela Marino, president of the Humanitas360 Institute, a “national policy on psychoactive substances” will be discussed, covering the themes of health promotion, stimulating economic activity and improving public safety .
In a related proposal, the production of herbal medicines, cannabis and hemp cultivation will be discussed in the Industrial Health Complex group.
In the Creative Economy group, Alê Youssef, who was municipal secretary of Culture in São Paulo, intends to discuss topics such as the economic potential of the Culture sector, with income generation, jobs and public and private investments.
In the Reparation Policies group, Rosangela Aparecida Hilário, professor of Education at the Federal University of Rondônia (Unir), presented a proposal for an anti-racist and anti-LGBTphobic education, and Luana Génot, founder of the Instituto Identidades do Brasil, proposes a debate on a Campaign National Institute for Racial Literacy and Identities.
Created by Lula himself in 2003 and extinguished by former president Jair Bolsonaro (PL), the instance served as a dialogue between the government and civil society to discuss measures involving the country’s development.
Board members, which include businessmen, lawyers, academics and trade unionists, are unpaid and voluntarily participate in discussions. The Council also has an advisory nature, that is, the meetings generate recommendations to the president, who may or may not accept them.
