Compositions of the Federal Bench of AM and Aleam have a predominance of the right

Manaus (AM) – The Legislative Houses started their work this Wednesday (1) with new representatives and others already known by the population, as well as with the formation of the Board of Directors. In general, both the Federal Chamber and the Legislative Assembly of Amazonas (Aleam) are made up of center-right parties, but differ in terms of approximation or opposition to the chief executive.

At the state level, the government caucus is extremely predominant, showing Wilson Lima’s power in the state – currently only state deputy Wilker Barreto (Citizenship) is in opposition. At the federal level, the scenario is the opposite, President Luiz Inácio Lula da Silva (PT) will need to have a good articulation to be able to govern. In the Manaus City Council (CMM), even with replacements: alternates Alonso Oliveira (Avante) and Roberto Sabino (Podemos) took over the vacancies of Amom Mandel (Citizenship) and Wanderley Monteiro (Avante), the outlook remains favorable for the mayor David Almeida (Avante).

Federal Chamber

With a 39% renewal in the Chamber of Deputies, the largest party group is made up of the PL, the opposition party to the Lula government, with 99 deputies. Right behind, there is the PT with 68 deputies, União Brasil with 59, and the PP with 47.

Of the 513 deputies sworn in, 295 were re-elected, 201 are first-term parliamentarians and the remaining 17 names are deputies who have previously held the position, with the renewal rate being lower compared to the last legislature elected in 2018, which obtained 50%.

The state of Amazonas chose 8 federal deputies to serve in the Legislative House, of which four are newcomers and the other half will serve for another four years in office. The new deputies chosen by the Amazonians are: Amom Mandel (Citizenship), Fausto Jr (União Brasil), Saullo Vianna (União Brasil) and Adail Filho (Republicans).

Átila Lins (PSD), Captain Alberto Neto (PL), Silas Câmara (Republicans) and Sidney Leite (PSD) will remain in office.

According to political scientist Helso Ribeiro, the new federal deputies elected by Amazonas are very young. Faced with little legislative experience at the federal level, newcomers will need to act in the interests of the state, such as participating in articulations on tax reform.

Depending on the design, the new tax rule may have direct impacts on the Manaus Free Trade Zone (ZFM), the state’s main economic model.

“We expect them to be extremely well advised to defend, to help the remaining four, along with the three senators, to defend the interests of the industrial hub. I think that this year, due to a possible tax reform, he will suffer strong attacks. So, we will need good tax knowledge so that this defense is done in the best possible way”,

Regarding the general profile of the eight federal deputies, political scientist Carlos Santiago stated that the bench from Amazonas lacks social representation. He also analyzes that it has a more conservative, governmental and elitist dimension.

“Women candidates were not elected to the Chamber of Deputies, as well as black and indigenous people. Amazonas has the largest indigenous population, and this diversity in Amazonian society is not represented in the profile of the new federal deputies”,

said Carlos Santiago.

After the inauguration ceremony, the Federal Chamber held the election for the presidency of the House and the Board of Directors. Deputy Arthur Lira (PP) was re-elected with a historic vote, obtaining 464 votes. Lira’s victory was already expected, since her candidacy attracted the support of several parties, including the Lula government.

However, Arthur Lira supported the name of former president Jair Bolsonaro in the presidential elections, and was an ally of the previous administration. In this sense, even though the profile of the President of the House is not one of direct support for the new government, the political scientist Helso Ribeiro assesses that the negotiations between the Planalto and the Chamber can be positive due to Lula’s ability to conciliate.

‘I think that one of Lula’s positive characteristics is that he has always been a good negotiator, he knows how to take steps forward and back. I’m sure Arthur Lira is not the mayor of Lula’s dreams. But that already shows his profile as a conciliator. So, I believe that some points he wants to present will have to be negotiated, and sometimes these negotiations, when they involve the centrão, are guided by give and take, but I bet on a good negotiation with the Chamber of Deputies”,

The 24 deputies of the Legislative Assembly of Amazonas (Aleam) took office this Wednesday (1), with 10 new parliamentarians and 14 re-elected. In total, the renewal reached 42%, with newcomers being: Dr. George Lins (União Brasil), Daniel Almeida (Avante), Cristiano Dangelo (MDB), Mayra Dias (Avante), Débora Menezes (PL), Thiago Abrahim (União Brasil), Mário César Filho (União Brasil), Papi (PSC) , Rozenha (PMB), Comandante Dan (PSC) and Wanderley Monteiro (Avante).

União Brasil, the acronym of Governor Wilson Lima, was the party that won the most seats in the House, with six deputies. Next, Avante, party of the mayor of Manaus David Almeida, obtained the second largest bench, with four parliamentarians.

The Liberal Party (PL) was in third place with the election of three deputies. The composition of the House is predominantly right-wing parties, with the exception of two seats occupied by deputies Sinésio Campos (PT) and Carlinhos Bessa (PV).

For the political scientist Helso Ribeiro, the new configuration of Aleam is made up of deputies with a moderate aspect, and without the participation of extremists. He also highlighted that there was an increase in the number of elected deputies, with five female representatives. In the last legislature, four women were elected. However, he pointed out that it is still far from ideal.

“We will set off fireworks when there are half of them, but it is a small progress in terms of female participation”, said Helso Ribeiro.

To Em Tempo, elected deputy George Lins (União Brasil) stated that the government’s base is broad and includes several other parties.

“So, today I think we are a base of twenty-three deputies, with only one oppositionist deputy, Wilker Barreto”, said the congressman.

“Not only the six deputies from União Brasil who are deputies from the governor’s party, but several other parties have their representation in deputies who were elected and who are also from the alliance party arc, which were the basis for the election of the candidacy of the of Governor Wilson Lima’s campaign.”, he added.

Still according to the political scientist, Governor Wilson Lima (União Brasil) takes a calm position with Aleam.

“He managed to smooth out a relationship with the Assembly that did not exist before. He was building this relationship over the four years, and now he starts with this relationship well paved”, explained Helso Ribeiro.

The legislative activities of the 18th legislature of the Manaus City Council (CMM) will begin this Monday (6th), with the opening ceremony to be conducted by President Caio André (PSC). The event will take place at the Adriano Jorge Plenary of the Municipal House, starting at 9 am.

At the beginning of the 2023-2024 biennium, the House will undergo some changes with the departure of two former councilors: Amom Mandel (Cidadania) who was elected federal deputy, and Wanderley Monteiro (Avante) who will occupy a seat at Aleam.

For the political scientist Helso Ribeiro, Wanderley Monteiro’s performance as councilor was not of significant importance. “He has work in the neighborhoods and that managed to lead him to the election, but he was not a protagonist in these two years in the Chamber of Councillors”.

On the other hand, according to the political scientist, former councilor and current federal deputy Amom Mandel was one of the most critical figures of the Municipal Executive Power, with a performance marked by the supervision of the activities of public bodies in the capital of Amazonas.

Amom Mandel’s replacement is councilor Roberto Sabino (Podemos). Who will replace Wanderley Monteiro is former secretary of Manauscult Alonso Oliveira (Avante). “It is someone else who will pave the way for this friendly relationship between the City Council and the City Hall”.

“I believe it was a beneficial exchange for good relations with the City Hall. We expect supervisory councilors like Amom to be vigilant, “she said.

According to scientist Helso Ribeiro, because CMM president Caio André was not the name chosen by Mayor David Almeida (Avante), he must follow a path guided by greater independence.

At the same time, he also pointed out that Caio André’s candidacy had the support of Governor Wilson Lima, who has a list of projects aligned with Mayor David Almeida.

“I don’t see anyone who will be disturbing to the point of generating ungovernability on the part of David Almeida’s management. Perhaps with less subservience,” he said.
