This Tuesday, the 29th, the governor of Amapá, Clecio Luis, participated in the debate on tax reform, along with other governors, in the Senate of the Republic. In his speech, Clécio stated that although the reform has some divergent points, there is a consensus around the importance and necessity of the measure for the country.
“This is one of the topics that, although there is no consensus on some points, there is a greater consensus around the importance, need and engagement for a fiscal reform in our country. And we support this reform. May it come to simplify our tax system, to make it more objective and more transparent, and may it promote social and fiscal justice.”said the governor of Amapá.
Citing a point of disagreement in the reform, clecio exemplified the governance of the Federative Council, which is criticized by most governors. “The idea of the Council, philosophically speaking, is very important. But if it is a council of the federation, the federated entities need to feel represented, and represented as units of the federation, because if there is a Council where there is hegemony of one region over the other, we lose all the principles of the Brazilian federation, of federalism. So, we support the reform, we think it is important and necessary, and it needs to fulfill some important objectives, but this Council needs to represent the federation.”defended Clecio Louis.
Another point questioned by the governor was in relation to the competence of the said Council. “How are we going to establish this competency? I fear that, if we leave it to the competence of the Council to be decided by a complementary law, the governors, and in the limits the states, the units of the federation will lose their autonomy. If we decide within the Council, we have an impact. If we leave it to complementary laws, we lose control. This is a point that needs to be carefully observed.”argued the governor.
