Clécio Luís establishes State Committee for Public Policies for Early Childhood – News of Brazil

The experiences of early childhood, from the gestation period, directly influence the formation of the child for the future. Having a state plan that guarantees a window of opportunity for it to develop its full potential motivated Governor Clécio Luís to set up the State Committee for Public Policies for Early Childhood in Amapá.
The focus on the integral development of children, from the neurological, cognitive, psychomotor and emotional levels, is one of the priorities of the State Government. And the committee will work on the elaboration of public policies, expanding discussions in an articulated way between various sectors of management, in addition to the participation of other institutions.
“It is in early childhood that we learn a lot and quickly. So, we need to focus and invest in this phase of life so that we can have responsible citizens in the future. This is also our role as a manager. The committee will act in this sense, responsible for preparing public policies and transforming them into a state plan for early childhood”, pointed out the governor.
In all, 23 government departments and state councils are part of the early childhood committee, which ranges from 0 to 6 years of age. Among the first missions is the preparation of the State Plan for Public Policies, which must be approved by the State Council for the Rights of Children and Adolescents.
“By creating the committee, the governor established early childhood as an absolute priority for the administration. From now on, the members will meet periodically, listening to all participating bodies. Through a digital platform that will be created, the population will also be able to contribute to the creation of public policies”, explained the Secretary of Social Assistance, Aline Gurgel.
Early Childhood in Amapá
The state numbers reinforce the Government’s concern. In Amapá, early childhood comprises more than 96,000 children up to 6 years old. But the infant mortality rate up to 1 year old is 19.9 per thousand inhabitants. Average higher than that of Brazil, which is 11.9 per thousand inhabitants.
Less than half of the pregnant women, 41.7%, had more than seven consultations during prenatal care and about 10% of households have severe food insecurity. The data are from the Maria Cecília Souto Vidigal Foundation.

During the signing meeting for the decree that created the committee, the Agenda for Early Childhood was also launched, which provides for the presentation in August (Childhood month) of each year, of the monitoring reports on the implementation of the State Plan to the Board of Child and Adolescent.
The Committee must also support and stimulate the implementation of municipal committees, as well as the elaboration of Municipal Plans of Public Policies for Early Childhood.
“The creation of the State committee is a very important step, and I consider early childhood care to be a priority for the Government. It is a very serious commitment from the State”, said the judge of the Childhood and Youth Court of Santana, Larissa Antunes.
Another initiative that adds to the creation of the committee is the State Pact for Early Childhood that will be signed between the State Government, the Amapá Court of Justice (Tjap) and the State Court of Auditors (TCE) next Monday, 26, in the Legislative Assembly.
