The new members of the Council of Ethics and Decorum of the Chamber of Deputies will be elected this week, targeting statements by deputies that are considered offensive and outside the context of parliamentary activity. The message was given by the president of the house, Arthur Lira (PP-AL), last Friday (10) after informing the meeting of the College of Leaders scheduled for this Tuesday (14).

The meeting will discuss the rules of coexistence among parliamentarians to direct the election of new members of the commission. The toughest message to the deputies was given after an alleged offense said by Deputy Sergeant Fahur (PSD-PR) to the Minister of Justice, Flávio Dino, last Thursday (9).

The parliamentarian criticized the minister during a meeting of the deputies with the Defense industry that discussed policies against the release of weapons to citizens, according to Agência Câmara. Fahur would have uttered a curse against Flávio Dino, which was considered by the PSB as a threat to the minister’s life.

Lira said that this is not a censorship, but that “the deputy who exceeds the Plenary of this House will answer to the Ethics Council”.

“We here will not impede the speech of a parliamentarian, we will not impede what the parliamentarian is going to say. I’m just saying that what the parliamentarian says can have consequences,” she said.

The Federal Supreme Court (STF) decided, in 2020, that parliamentary immunity is restricted to statements related to the exercise of functions in the house, and cannot be invoked against crimes. “The freedom of political expression of parliamentarians, although vigorous, must remain within the limits of civility”, said then-minister Marco Aurélio Mello at the time.
