Brasilia DF) – The rapporteur for the nomination in the Constitution and Justice Committee (CCJ) of the Senate, senator Weverton Rocha (PDT-MA), presented a favorable opinion to the nomination of Flávio Dino to the Federal Supreme Court (STF), this Monday (4). In the opinion, he recommended that the collegiate approve the nominee of President Luiz Inácio Lula da Silva (PT).

“He is a recognized and admired figure in the legal and political worlds. Former professor at two federal universities, master in Law, former judge, senator, minister of state, former governor, someone who had successful experiences in exercising the functions of the three powers of the Republic”,

Weverton said.

The document must be presented by the rapporteur during the CCJ meeting next Thursday (7). The expectation is that the collegiate will hear the current Minister of Justice on December 13th. Dino’s name will still need to be voted on by the CCJ and the Senate plenary.

“Flávio Dino never left the legal world, having even, as a deputy, presented several bills that became legal norms”,

continued the senator.

Lula’s nomination

President Lula formalized the appointment of Flávio Dino to the STF on November 27th. If approved, the current Minister of Justice will fill the vacancy opened by the retirement of Minister Rosa Weber, who left the Court in September.

Dino’s appointment to the STF generated criticism of the Lula government, which defended the choice of a woman or a black person for the position.

Currently, only one woman, Minister Cármen Lúcia, who is 69 years old, sits on the Court along with ten other ministers in the STF.

In the plenary, Dino needs the support of at least 41 senators. There is, however, resistance from the opposition due to the clashes that the nominee has already had with Bolsonaro supporters.

Profile

At 55 years old, Flávio Dino has been Minister of Justice and Public Security since January this year. Born in São Luís do Maranhão, where he built his career, he is a former federal judge, former governor of Maranhão, former federal deputy and, in the 2022 elections, was elected senator for the Brazilian Socialist Party (PSB).

Dino is a lawyer and professor of Law at the Federal University of Maranhão (UFMA) since 1993. He has a master’s degree in Public Law from the Federal University of Pernambuco (UFPE) and taught at the Faculty of Law of the University of Brasília (UNB), from 2002 to 2006 .

Before entering politics for good, Dino was a federal judge for 12 years and held positions linked to the judiciary, such as secretary general of the National Council of Justice (CNJ), president of the Association of Federal Judges of Brazil (Ajufe) and advisor to the Presidency of the Federal Supreme Court.

In 2006, he left his legal career aside, joined the Communist Party of Brazil (PCdoB) and was elected federal deputy. He served in the Chamber of Deputies between 2007 and 2011. During this period, he became mayor of São Luís, in 2008, and the government of Maranhão, in 2010. He came second in both elections.

After his period as a deputy, Dino was president of the Brazilian Tourism Institute (Embratur), between 2011 and 2014.

He managed to be elected governor of Maranhão in 2014. He was re-elected in 2018 and held the position until April last year, when he resigned so he could run in the October elections. Dino won the Senate race in Maranhão for his new party, the PSB, and has an elective mandate until 2030.
