Caught with money by the PF is outsourced in the Chamber – 07/07/2023 – Power

One of the targets of the Federal Police caught receiving money allegedly diverted from a robotics kit is an employee of a company with at least R$ 58 million in contracts signed with the Chamber of Deputies during the presidency of Arthur Lira (PP-AL).

Although he acts as a private driver for Luciano Cavalcante, known as Lira’s main advisor in Brasília, Wanderson Oliveira is formally hired by Sollo Construções e Serviços.

Wanderson and Luciano were targets of Operation Hephaestus, which investigates a scheme to divert robotics kit contracts.

The investigation originates from reports by the Sheet and is now at risk. This Thursday (6), Minister Gilmar Mendes, of the STF (Federal Supreme Court), suspended the investigation.

In the provisional decision, Gilmar also paralyzed all procedures related to the investigation, such as measures to break secrecy, until the STF judges whether the case should fall within the jurisdiction of the court. The decision takes effect immediately.

According to the investigation, the driver was even caught by the PF receiving amounts in cash from a couple from Brasilia, appointed by those investigated as responsible for delivering money allegedly diverted from fraudulent robotics kit contracts.

During a search and seizure at addresses linked to Wanderson, the PF found his paycheck with payments received from Sollo Construções e Serviços and a third-party badge from the Chamber.

Lawyer André Callegari, who defends Wanderson, says that he is a driver for Sollo, a company that “hires outsourced drivers from the Chamber of Deputies and there is no illicit conduct in this hiring”.

Wanted, Arthur Lira did not want to manifest.

The Chamber initially denied the existence of any third-party employee named Wanderson at first. Confronted with the existence of the badge in the name of the driver, the press office of the House sent a new response.

“Wanderson Ribeiro is a professional driver hired by the company Sollo and acts in the event of absences and removals of other drivers, which is why he was initially not identified as a collaborator.”

Wanderson’s paycheck found caught the attention of investigators as he claimed during the search and seizure that Luciano Cavalcante was his boss.

The version given by him, that he works for Lira’s advisor, is considered by the police to be the most credible, since the investigation showed that he performs the role of driver for Luciano, with a car in his name and not in the name of Solo.

According to the Chamber’s Transparency Portal, Sollo began to be hired in the year Lira became president of the House, in 2021. Since then, the company has won three contracts that, together, reach at least R$ 58 million.

The objects of the contracts are “provision of continuous services in the areas of cleaning and conservation in the annex buildings”, “conservation, concierge and garage of functional apartments” and “continuous services by allocation of jobs in the messaging area”.

Although he appears as an employee of the outsourced company hired by the Chamber, the PF says there are “strong indications that Wanderson is a conscientious orange of Luciano Cavalcante and Glaucia Vasconcelos [mulher de Luciano]in addition to performing various tasks at the behest of Luciano, notably payments”.

In addition to Sollo’s paycheck, the PF also found Wanderson money and notes on payments of bills linked to Lira, as revealed by Piauí magazine.

The notes, according to the investigation, were part of a control of financial movements related to the president of the Chamber made by Luciano Cavalcante.

As shown to Sheet, a list found with Cavalcante shows payments related to various instances of the President of the Chamber’s personal and political life. The document includes purchases of beverages, such as wines and whiskey, expenses with party preparations, car repairs and even the purchase of milk for “Bill”, as Lira’s father, Benedito, is known.

After finding quotes to “Arthur”, the case was sent to the STF (Federal Supreme Court).

While being monitored during investigations, Wanderson Oliveira was caught by the PF receiving amounts in cash on May 17, money that would have been delivered by the couple Pedro Magno and Juliana Cristina, appointed by the PF as operators of the allegedly embezzled money.

“After the arrival of Wanderson Ribeiro, it is possible to verify in the images that Pedro Magno takes a small backpack in the back seat and, in the company of Luciano Cavalcante’s driver, they go to the interior of the black Corolla vehicle that was in Wanderson’s possession”, says the PF.

The police officers who monitored the delivery managed to notice that Pedro and Wanderson arrived at the vehicle and stayed inside it for about a minute.

During this period, according to the corporation’s report, “it is possible to state that Pedro Magno leaves packages of money in the glove compartment of the Corolla vehicle” and then returns to the other car where his wife is with the “apparently empty purse”.

After leaving the car, Wanderson entered the hotel and went to apartment number 217. The PF looked for information about that hotel room and discovered that that day the guest was Luciano Cavalcante.

Appointed as Arthur Lira’s trusted man and does everything in Brasilia, he ended up exonerated.

One of his daughters is also Lira’s son’s partner in an advertising business intermediation company with the main federal government agencies and public banks.

Data obtained based on the Access to Information Law show that media companies represented by Omnia, a company with their children as partners, received around R$ 6.5 million from Saúde, as revealed by Sheet.

Media outlets represented by Omnia also received payments to distribute campaigns from Secom (Secretariat for Social Communication), the ministries of Health and Education, Banco do Brasil and Caixa.

In June, Luciano Cavalcante’s defense said that the images taken by the PF do not demonstrate any illicit activity by him and that there is no relationship between the investigated person and the company responsible for the kits.
