On Wednesday (31), parliamentarians who are part of the Congressional Commission for the Control of Intelligence Activities (CCAI) compared three versions of a GSI document sent to the commission that deals with what intelligence information the agency had on the demonstrations of the 8 January and how they were passed on to government officials.

The parliamentarians discovered a discrepancy between a version received on January 20, 12 days after the acts, and others received on May 8 and 29, according to information leaked to the press. The first version would have omitted that Gonçalves Dias received alerts from the Brazilian Intelligence Agency (Abin) on his cell phone about the movement of demonstrators between January 6th and 8th. The messages talked about the risk of violence against public buildings and authorities.

The second of the three Abin documents, that of May 8, had been sent after a request by Minister Alexandre de Moraes, of the Federal Supreme Court (STF), in response to the Attorney General’s Office (PGR). It is noteworthy that on that date the Brazilian Intelligence Agency (Abin) was already under the coordination of the Civil House and no longer the GSI. And the Institutional Security Office was already commanded by General Marco Antônio Amaro dos Santos.

The information about the omissions in one of the versions of the report makes the task of the government members in the CPMI more challenging. So far, the PT administration has adopted the strategy of attributing responsibility for questionable situations only to the posture of Gonçalves Dias, a military officer close to President Luiz Inácio Lula da Silva (PT) and who had prominent posts in the previous administrations of the current head of the Executive.

Tensions now hover over documents produced by the Brazilian Intelligence Agency (Abin), historically linked to the GSI and under the control of the Civil House since March 2.

The difficulties for the government involving Gonçalves Dias increased as of April 19, when images leaked of the former minister interacting in the Planalto Palace with invaders. He was dismissed on the same day and the government radically changed its position, starting to support the installation of the CPMI. The videos captured by the closed circuit cameras were under Abin’s domain and under government secrecy, but ended up being disclosed and released by the Justice.

Senator wants immediate end to secrecy of Abin reports

On May 4, Amin asked the GSI to break confidentiality, with no response yet. “The content needs to be part of the investigations related to the omissions and responsibilities of the intelligence agencies in the episodes,” he said.

Senator Eliziane Gama (PSD-MA), rapporteur for the CPMI, said that the classification of documents as confidential could be reviewed by the government.

In parallel with the work of the CPMI, Senator Eduardo Girão (Novo-CE) requested a public hearing at the Public Security Commission (CSP) of the Senate to investigate the situation of the prisoners on January 8th and other facts surrounding the episode.
