Bolsonaro spent R$9.7 billion on social benefits during the election period, says CGU

The former president’s government Jair Bolsonaro released 84% of all financial aid resources during the 2022 electoral period, when Bolsonaro was running for re-election at Palácio do Planalto. Audit by the General Comptroller of the Union (CGU) points out that, between August and October, until the end of the second round, the Bolsonaro administration paid R$9.77 billion of the total R$11.65 billion foreseen for the year in payroll loans Auxílio Brasil, Auxílio Caminhoneiro and Auxílio Taxista, impacting 3.7 million people.

“What seems clear to me, reading the reports, was that these instruments were used inappropriately during the electoral period”, stated the CGU minister, Vinícius de Carvalho. Payroll loans are loans that are easier to take out in which the value of the installments is deducted directly from the benefit sheet.

In the case of Taxi Assistance, almost eight in ten of the 246 thousand beneficiaries (78%) were in the profile. People who didn’t even have a driver’s license, said Carvalho, received the appeal. R$1.4 billion were sent from this benefit alone. In total, R$1.97 billion was in potential undue payments of all benefits.

Carvalho says that the CGU will carry out an analysis to determine responsibilities for possible deviations that may have been committed and the data will be sent to the Superior Electoral Court (TSE) to be incorporated into the analyzes that investigate a possible political use of the benefits to favor Bolsonaro’s election. in 2022. There will also be monitoring of measures for the return of funds unduly paid.

“It is obvious that you are creating a program in which almost 80% of the people who receive aid should not receive it. At the very least, you didn’t bother to require minimal information, such as a driver’s license for those who will receive it”,

he stated.

Bolsonaro mentioned Auxílio Brasil to promote himself in campaign events for the Presidency. With a week to go before voting in the second round of the presidential election, Bolsonaro stated that with Auxílio Brasil you can buy three times more picanha than with Bolsa Família, to provoke Luiz Inácio Lula da Silva. “Many offer paradise and we know that nothing is easy. If we compare the value of Bolsa Família and divide it by the price of picanha, and in our government, we divide Auxílio Brasil by the price of picanha, you can buy three times as much picanha”said Bolsonaro, to applause and shouts of “myth”.

“This is not my favor. It’s your money. The vast majority of these people (who receive Auxílio Brasil) are old enough, have health problems and have practically no way of surviving without help from the state. And the state has its social function”,

The CGU survey also shows that 3 million people took out loans during the electoral period, in 2022, for an average value of R$2,567.52 with annual interest of 51.11%. “The interest charged to people benefiting from Auxílio Brasil, that is, people vulnerable from an income point of view, was significantly higher than the interest applied and charged to people who can take out payroll loans”, said Carvalho. There were still 46 thousand families benefiting from Auxílio Brasil that did not sign a payroll loan contract, and, even so, received an undue discount. 46 thousand contracts, worth R$8.4 million.
