Bolsonaro: Messages show meetings outside the agenda – 05/19/2023 – Politics

The breach of telematic secrecy of advisors to former President Jair Bolsonaro (PL), determined by Minister Alexandre de Moraes, of the STF, reinforces the indications that several meetings and official commitments of the previous government were left out of formal records.

Ministers of the government itself, members of the Judiciary, politicians and businessmen, among others, appear in these dialogues as having met with the then President of the Republic, although none of this appears on the public agenda.

According to messages exchanged between Mauro Cid, then Bolsonaro’s assistant, and Célio Faria, then head of the president’s personal office and later minister of the Government Secretariat, one of these meetings took place on October 13, 2021 at the home of Minister Dias Toffoli, from the Supreme Court.

In a message sent to Célio at 10:18 pm that day, Mauro Cid reported that Bolsonaro was at Toffoli’s house and mentioned other names, such as the Attorney General of the Republic, Augusto Aras, and André Esteves, chairman of the board of directors and senior partner of the BTG Pactual.

When Cid wrote “André Esteves”, Célio questioned with a “from BTG?”. The aide-de-camp then confirms (“that”) and adds: “buy Globo…”.

“It’s bankrupt”, wrote Cid. Célio responded with criticism of Globo and the statement that, if someone were to buy the company, Esteves would be better than the “Chinese”.

In a note, Globo stated that the broadcaster “does not know that this supposed meeting took place, but, if it existed and if the subject was mentioned, it was a fantasy: there is not and never was any intention of selling Grupo Globo, whose financial health is recognized by the market”.

A Sheet was unable to speak with Célio Faria. Mauro Cid’s defense said it will manifest itself in the case file. Augusto Aras’ advisory did not comment. Toffoli did not respond to the report’s contact.

Other meetings that are not on Bolsonaro’s agenda took place with federal deputy and former presidential candidate Aécio Neves (PSDB-MG), on March 27 and October 19, 2021, indicate messages from Bolsonaro’s cabinet advisors.

Aécio stated, through his advisory, that he met with the former president “to seek government support for the project to break vaccine patents for which he was rapporteur and defended as chairman of the Chamber’s Foreign Affairs Committee, and, later , to discuss the government’s position regarding the vetoes”.

Another meeting was with Aras, at the Planalto Palace, outside their agenda, on April 30, 2021.

The Covid CPI was in its initial phase at the time and, the following week, the stage of taking testimonies would begin, with the speeches of Bolsonaro’s former health ministers Luiz Henrique Mandetta, Nelson Teich and Eduardo Pazuello, in addition to the then incumbent of the folder, Marcelo Queiroga.

The dialogues between the advisors, through the WhatsApp application, also show a secret meeting between Bolsonaro and the Minister of the TSE (Superior Electoral Court) Carlos Horbach, revealed by the Sheet.

Although the Constitution establishes publicity in public administration as one of its principles, there is no specific law for the case of the agendas of the Presidents of the Republic, which leads to situations like Bolsonaro and also his predecessors.

Decree 10,889/2021 regulated the Conflict of Interests Law (12,813/2013) regarding the disclosure of the public agenda of commitments, but only for Ministers of State and other public administration authorities.

The decree instituted e-Agendas, the Electronic Agenda System of the Federal Executive Branch, which became mandatory from the end of 2022.
