Aziz defends withdrawal of FCDF ceiling from fiscal milestone: “There is no way to harm Brasília”

Brasilia DF) – The rapporteur of the project for the new fiscal framework in the Senate, Senator Omar Aziz (PSD-AM), was in favor of removing the section that establishes a ceiling for the Constitutional Fund of the Federal District (FCDF) in the proposal.

“There is no way, we cannot harm Brasília. This rule, today established by Brasilia, is a rule that is the funding [de serviços públicos]. How is the Federal District going to have this resource? Where are you going to cut it to be able to keep this resource, in case there is a drop in transfers?”,

questioned the senator, this Monday morning (12), in an interview with CBN radio.

The proposal’s rapporteur also considered it necessary to look “with great care and responsibility” at the issue.

“So that we do not harm states and the population of these states or the Federal District”,

reinforced Aziz.

New fiscal framework

Complementary Bill (PLP) nº 93/2023, known as the new fiscal framework, is being discussed in the Senate and provides for measures to conduct the country’s fiscal policy, including a limitation of the FCDF.

Through the fund, the Union pays for public security, as well as part of the health and education of the DF, which has more than 3 million inhabitants and is home to the headquarters of the Three Powers, in addition to diplomatic representations.

The fiscal framework, approved in the Chamber of Deputies and being discussed in the Senate, establishes an annual limit of 2.5% for the growth of FCDF resources. Calculations by the Government of the Federal District (GDF) predict that, if the measure passes the Senate and is sanctioned by the Presidency of the Republic, the country’s capital could lose R$ 87 billion in 10 years.

Maintenance

This morning, the governor of the Federal District, Ibaneis Rocha (MDB), also spoke about maintaining the current FCDF model, at an event at the Planalto Palace.

The emedebist believes that the stretch with the establishment of a ceiling for the FCDF can still come out of the text of the fiscal framework. Ibaneis also reinforced that Omar Aziz intends to articulate the withdrawal of the device from the matter.

“We have had conversations with several senators of the Republic, and they all understand the situation in the DF. We spoke with the rapporteur who even made a statement to the effect that they [os senadores] intend to remove this issue of the Constitutional Fund from the framework. We are very confident.”
