Association charges Mauro Vieira for finally bottlenecking promotions at Itamaraty – 01/21/2023 – Panel

The president of the ADB (Association of Brazilian Diplomats), ambassador Maria Celina, demanded this Friday (20) from the Minister of Foreign Affairs, Mauro Vieira, a solution to a common complaint in the career: the bottleneck for promotions and removals.

With the approval of the PEC of Bengal and the postponement of compulsory retirement to 75 years, the career base has had difficulty occupying the most strategic positions in diplomacy and has remained stagnant in the lowest positions for a longer time.

One of the proposed solutions was to establish a deadline for promotion to a higher position, and more objective criteria for promotions.

Vieira has also come under pressure for gender parity in leadership posts. For the first time, two of the most important embassies for Brazilian foreign policy, Washington and Buenos Aires, must be headed by women. Maria Luiza Viotti, who was Brazil’s representative at the UN and chief of staff to the UN secretary general, António Guterres, should be the US ambassador.

For Argentina, the most quoted are Eugênia Barthelmess, now ambassador in Singapore and former director of South America at Itamaraty, and Gisela Padovan, former consul in Madrid. The hammer has not yet been beaten in relation to the name, but the decision to have a woman at the head of the embassy in the neighboring country has already been taken.
