The Army Command will transfer R$4 million to 50 generals as cost assistance for moving cities. The benefit, in practice, is received by high-ranking military personnel as a gift to increase salaries.

The values ​​range from R$12,400 to R$151,100 per general — an average of R$81,500 for each. The Army also sends extra funds or hires trucks to transport soldiers’ personal belongings outside of the allowance.

The resource, provided for by law, is passed on to every soldier when he is transferred to another city. Moves usually occur every two years.

Despite being classified as an allowance, the resource is not calculated based on the expenses required to change the workplace — the only factor is the salary. In practice, the budget ends up inflating salaries at the top of the career ladder, benefiting officers and enlisted personnel.

The generalate’s last move was defined at a meeting of the Army High Command at the end of October.

In total, 71 generals changed positions. Survey carried out by Sheet shows that 50 of these soldiers will receive resources, while another 19 were not eligible because they remained in the same city; two other generals will move, but the Transparency Portal does not detail reception records.

The law establishes that military personnel with dependents must receive twice the amount of remuneration as assistance for each movement involving a change in the military organization.

If the origin or destination is a city considered category A, where travel is more complex, the amount increases to four times the soldier’s salary. The money will be cut in half if the beneficiary has no children.

General Francisco Wellington Franco de Souza, two stars, will receive the highest amount: R$151,100. He will move from heading the General Staff of the Northern Military Command, in Belém (PA), to heading the Army Aviation Material, in São Paulo (SP).

Another ten generals will receive resources in excess of R$100,000.

General Marcus Vinicius Gomes Bonifácio, also a two-star, will accumulate the second major transfer in 12 months. He was sent to Macapá (AM) at the end of 2022 to lead the 22nd Motorized Infantry Brigade and will now move to Rio de Janeiro (RJ) to command Aman (Agulhas Negras Military Academy).

Last year, he received R$109,500 as a living allowance to change cities. This time, the amount you will have access to is R$146,500.

In comparison, parliamentarians are entitled to a R$40,000 allowance at the beginning and end of the legislature, every four years, to help with the moves to Brasília.

The biggest allowance is given to soldiers when they go to the reserves. The value, established by law, is eight times the last salary of their last post — a balance that reaches R$300,000 in the case of four-star generals.

The benefit was doubled by Congress, in agreement with the government of former president Jair Bolsonaro (PL), in the vote on military pension reform in 2019.

Generals heard by Sheet They stated, subject to reservation, that the payment serves as a type of FGTS for the military.

The fund, however, was created so that formal workers would have a guarantee of resources in the event of dismissal, as an alternative to job stability. Therefore, public servants under the statutory regime are not entitled to the FGTS.

On December 1, General Estevam Theophilo retired from the Army and left the Land Operations Command. He is a member of one of the Force’s most traditional families, whose beginnings date back to the Brazilian Empire.

The amounts transferred to Theophilo, however, are not detailed on the Transparency Portal. In cases of accumulation of benefits, the value can jump to almost R$1 million — in the case of General Tomás Paiva, commander of the Army, the combined values ​​reached R$770 thousand.

Military personnel interviewed by Sheet They complained about the fact that the tables that define the values ​​for transporting officers’ goods were out of date. Prices have not been updated since 2011.

In this case, the soldiers who choose to make the change by hiring a truck receive less than necessary — and, therefore, need to spend their own resources to cover the costs.

They also state that the stipend serves as an attractive feature in the Force, as the career is full of setbacks, with constant city changes, and instability in the profession that causes losses to families.

In their view, the benefit still compensates for the fact that military personnel do not receive payment for overtime worked. It is also important money to reorganize the lives of children, with enrollment in schools.
