Aras and nine others won BRL 100,000 per tender panel – 06/17/2023 – Politics

Augusto Aras and nine other members of the MPF (Federal Public Prosecutor’s Office) have already received R$ 100,000 each for participating in a public tender promoted by the institution. Selection is in progress.

More than half of the amount (R$ 52.9 thousand) was paid in a single payment, along with the salary for May. In April, there was a transfer of R$ 26.3 thousand. Other installments of the amount were deposited between March and December 2022.

The additional is not subject to what is deducted from salaries so that they do not exceed the salary ceiling of the public service – the limit in force is the salary of STF (Federal Supreme Court) ministers, today R$ 41.6 thousand.

In addition to Aras, according to information from the MPF’s Transparency Portal, sub-prosecutors who participated in the leadership of the current management, including Eliana Torelly, secretary general of the MPU (Union Public Ministry), and Humberto Jacques de Medeiros, who was Deputy Attorney General of the Republic.

Deputy attorney general Paulo Gonet Branco, deputy attorney general and one of the names quoted to succeed Aras, and Paulo de Souza Queiroz were also entitled to the additional.

The list is completed by regional prosecutors of the Republic André de Carvalho Ramos, Artur de Brito Gueiros Souza, Carlos Fernando Mazzoco, Marcelo Alves Dias de Souza and Waldir Alves.

In a note, the PGR (Attorney General of the Republic) said that the payment is provided for in the civil service law (law no. (more than a thousand were presented) and oral arguments”.

He also stated that the additional is not included in the calculation of the ceiling slaughter because it is overtime and occasional work, a “teaching activity”, as provided for in a resolution of the CNMP (National Council of the Public Ministry).

The “gratuity for charge of course or contest” is paid to civil servants from different branches of public administration, but mainly to those linked to educational institutions, which promote the contests themselves.

The PGR informed, in the communiqué sent to the Sheetwhich does not hire an external bank to carry out the contest, leaving all stages of the contest under the responsibility of the tender commission, chaired by Aras.

The commission was designated in September 2022. The members were chosen by the Superior Council of the MPF, the highest body in the administrative structure of the body and commanded by Aras.

The public prosecutor’s competition, according to the Attorney’s Office, is “known for being one of the most difficult and of the highest level in the country”.

The contest, which is the 30th ever held by the institution, had more than 5,000 candidates registered and includes objective, subjective (4) and oral tests, with arguments over three days, in addition to verification of titles.

The Aras management increased the expense with the payment of compensation amounts to members of the MPF, including during the Covid-19 pandemic, as shown by the Sheet. They are trinkets not subject to a constitutional ceiling.

Recently, the Attorney General of the Republic issued an act that produced yet another benefit for MPU members.

Career members who carry out any activity beyond the traditional dispatches of their processes will be entitled to compensatory leave.

They will be able to take one day off for every three worked in extraordinary functions, with a limit of up to ten days of leave per month. They will also have the option of selling them, as long as they are authorized by the Attorney General of each branch of the MPU and there is budget availability.

In addition, this amount will not be subject to the ceiling slaughter. The act takes effect from January 1, that is, it has retroactive validity for those attorneys who want to claim the benefit from the beginning of this year.

In addition to Aras, who commands the MPF, the attorneys general of the other branches of the MPU signed the text: Georges Seigneur (Federal District and Territories), José de Lima Ramos Pereira (Labor) and Antônio Pereira Duarte (Military).

The PGR stated that the initiative regulates a recommendation approved by the CNMP (National Council of the Public Ministry) last year to equate the situation of members of the Public Ministry to that of judges, who are entitled to compensation.
